Minimum Qualifications You must be currently reachable on the appropriate eligible list for this title or eligible to transfer to this title under Section 52.6 of the Civil Service Law.

For 52.6 transfer to an Administrative Specialist 2, salary grade (SG)-23, you must have one year of permanent competitive, or 55-b/55-c service in an approved title for transfer allocated to an SG-21 or above.

Appointments via transfer must not result in a second, consecutive transfer with an advancement of more than two S-grades or one M-grade.

Duties Description Quality Performance:
• Participate in the Cost Effective Measures Benchmarking (CEM) group initiatives by acting as the Division’s liaison with CEM, researching and compiling benchmark data, analyzing the CEM annual report and oversees the coordination of the annual CEM survey, conference and management meeting.
• Oversee creation of the Division’s monthly report and annual accomplishment report.
• Assist with development of the Division’s internal controls certification memo, conduct the annual strategic risk assessment and perform data classification activities.
• Partner with the Chief Information Office (CIO) in database creations/transitions as needed.
• Assist in designing presentations and facilitating major meetings for Retirement Services’ Executive and Senior Management.

Purchasing and Building Functions:
• Oversee the Division’s Purchasing and Building activities.
• Oversee the Division’s building and space initiative and liaison with Management Services as needed.
• Oversee the non-technical inventory assets.
• Oversee the development of new procedures and templates.
• Oversee the centralized vendor contract process and execution for the Division.
• Lead large Division-wide space initiatives.
• Provides technical guidance and direction to staff.
• Assists with the research, analyze data and prepare justifications, recommendations and cost benefit analyses.
• Partner with OSC Finance as needed on contract and purchasing initiatives.

Management Assignments and Special Projects:
• Manage, supervise, train and mentor Unit staff and support staff member’s development.
• Communicate effectively and provide feedback verbally during one-to-one meetings and in Unit meetings and in performance evaluations.
• Hold staff accountable for completion of required tasks.
• Operate in accordance with the Bureau’s expectations of a Unit manager.
• Participate on the bureau’s management team.
• Work closely with the bureau’s management team in managing the work and staff across the units.
• Strive to meet the goals and objectives of Retirement Services and OSC.
• Participate in knowledge sharing activities with other bureau managers to learn across the business.
• Perform additional tasks as needed or requested by senior and executive management.

The Office of the New York State Comptroller (OSC) supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs. Generally, employees new to OSC will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if any employee’s duties and work performance are aligned with telecommuting they may be allowed to do so. Upon approval to telecommute, OSC employees may telecommute up to 5 days per pay period.
