Minimum Qualifications
• Must currently be a permanent Mental Hygiene Program Evaluation Specialist 4.
OR
• Must be active and reachable on the Civil Service eligible list for Mental Hygiene Program Evaluation Specialist 4.
OR
• Eligible for 70.1 transfer by way of current permanent status in a title deemed comparable by the NYS Department of Civil Service (must also be within 2 grades of targeted title).
OR
• Must be eligible for 52.6 transfer by way of current permanent status in a title deemed comparable to Mental Hygiene Program Evaluation Specialist 4 by the New York State Department of Civil Service.
OR
• Qualified for provisional* appointment.

PROVISIONAL APPOINTMENT:

In the event that there is not a valid eligible list, candidates who meet the following promotion or open competitive qualifications may be qualified for a provisional appointment:

Promotion:
• One year of permanent competitive service as a Mental Hygiene Program Evaluation Specialist 3.

Open Competitive:

EITHER A.

• A Bachelor’s Degree plus three years of program evaluation experience* in a human services setting** plus one additional year of program evaluation experience in an administrative or supervisory capacity, which includes having responsibility for the system that evaluates multiple and/or varied facility-wide, organization-wide, or state-wide programs.
OR B.

• A Bachelor’s Degree, four years of program evaluation experience in a human services setting** plus one year of experience in a human services setting other than program evaluation that includes responsibilities in an administrative or supervisory capacity. This experience must include having responsibility for facility-wide, organization-wide, or state-wide programs.

*Program Evaluation Experience is defined as experience in the design, development, implementation and evaluation of methods to measure program (not individual client) needs, process, outcome, and their relationships, in terms of objective criteria of effectiveness and efficiency.

**For purposes of these examinations, a human services setting is considered to be any organization or institution that provides direct care or support services for individuals, families, or groups in a hospital, psychiatric hospital, psychiatric clinic, community mental health clinic, nursing or rehabilitation facility, correctional facility, intermediate care facility, institutional or school setting, or community based residential and/or day program.

Substitution:

• A Master’s Degree in Business, Economics, Health Care Administration, Hospital Administration, Public Administration, Statistics, Quantitative Analysis, Organization Management, or a closely related field can be substituted for one year of non-supervisory experience.

• A doctoral degree in a field with emphasis on evaluation techniques can be substituted for two years of non-supervisory experience.

Duties Description As a Mental Hygiene Program Evaluation Specialist 4, you would supervise clerical and professional staff assigned to the evaluation unit, which is responsible for the ongoing assessment of services provided to people with mental and developmental disabilities by New York State facilities and programs. Typical functions performed by an evaluation unit include conducting standardized program reviews such as Medical Care Evaluation Studies: providing management information reports based on the collection and analysis of quantitative data relating to program services; designing and conducting studies to measure program need, process, outcome, impact, cost/benefit, effectiveness, and client satisfaction; and preparing written reports for program management on evaluation results and recommended interventions.

PRIMARY DUTIES AND RESPONSIBILITIES:
• Function as Quality Improvement Director for Orange, Rockland, Sullivan, and Westchester Region 4 catchment area.
• Oversee program evaluation, quality improvement, Utilization Review, Incident Management, Health Information Management, Medicaid Compliance, serve as HCBS Waiver Liaison, and standards compliance activities.
• Oversee development and implementation of district and agency standards of practice and policies.
• Develop and implement Plan of Corrective Action response to regulatory oversight entities.
• Oversee the development and implementation of program evaluation studies, data collection, compilation, and analysis to ensure that outcome measures are utilized to evaluate the quality, timeliness, and efficacy of care.
• Compare program goals and objectives to outcomes designed to enhance independence, individuality, and choice.
• Plan and supervise program evaluation, research, and special studies.
• Identify and analyze patterns for such things as individual care and staffing.
• Develop, maintain, and oversee data collection systems and analysis tools.
• Periodically monitor and/or audit various records.
• Design and conduct follow-up reviews of issues and analyze results to determine impacts and effectiveness.
• Lead and assist program staff in formulating goals and objectives that support strategic planning process.
• Direct and instruct discipline directors and department heads concerning federal, State, facility, and related standards; and techniques used to monitor, evaluate, and improve programs relative to those standards.
• Provide consultation regarding agency initiatives.
• Serve as chair on committees as assigned.
• Other duties as assigned.
• Includes “Administrator on Duty” assignment
