Minimum Qualifications CURRENT STATE EMPLOYEES:
Current New York State employee with one year or more of qualifying permanent service to a Grade 07 or above and eligible for transfer under Section 70.1 of the NYS Civil Service Law.

GENERAL PUBLIC CANDIDATES:
One year of experience where most work time is spent performing mathematical operations, and/or clerical activities related to mathematical operations.

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

Duties Description The Office of Procurement Services provides a centralized purchasing system for the Thruway Authority (Authority) that ensures integrity and fairness, with responsibility for oversight of solicitation, vendor selection, negotiation, award, contract administration, reporting, and disposal of surplus property. The Office of Procurement Services also works to maximize opportunities for the participation of New York State business enterprises, including Minority and Women Owned Business Enterprises (MWBEs)/Service-Disabled Veteran-Owned Small Businesses (SDVOBs) as contractors, subcontractors, and suppliers. Under the supervision of an Office Assistant 3 or other Authority management staff, the Office Assistant 2 (Calculations) duties will include, but are not limited to, the following functions:
• Purchases and monitors State contract items, supplies, equipment, and services on the open market in accordance with established procedures and guidelines. This includes reviewing Office of General Services (OGS) updates as they pertain to contracts that the Authority utilizes and updates appropriate price lists. Prepare requests for price quote for commodities for all Authority Divisions/Units. Process purchase orders and monitors work for accuracy. Assist Accounts Payable staff on invoice processing and resolving price discrepancies.
• Maintains and updates contract pricing in the Bureau’s systems and pricing databases which includes tasks such as updating all internal contracts for pricing issues and/or changes to the contracts from supplied lists, Authority records when price changes are made to OGS or external contract(s) pricing, and all Bulks, Open-ends, and Gas spreadsheets from supplied lists. Sends revised spreadsheets to the appropriate staff. Processes field entered requisitions, increases, system workarounds. Assigns and maintains Initiation for Bid (IFB), Request for Quote (RFQ) and contract numbering in appropriate systems/databases.
• Performs account reconciliation and provides statistical reports, including updating spreadsheets and sending to all Divisions/Units. Processes monthly P-Card reconciliation transactions for the Purchasing Department.
• Responds by phone to vendors, OGS and Authority personnel related to the purchases completed. information regarding doing business with the Thruway Authority
• Checks Procurement Websites and other resources for vendor status.
• Coordinates task training with Purchasing staff.
• May supervise lower-level staff.

This is a NYS Thruway Authority Unit 1 Teamsters position:

Sick Leave is credited at the rate of one-half day each biweekly pay period up to a total of 165 days.
Sick Leave Incentive Plan – Employees who have not accumulated 165 sick days and have not used sick leave during the periods of January 1st to June 30th or July 1st to December 31st, each year, may receive two days of pay for each six-month period. Employees who have a sick leave balance of 165 days, and continuously maintain that balance for each six-month period, may receive four days of pay for each six-month period.
Employees with 20+ years of continuous Authority/State service may receive up to an additional five days of vacation leave accruals annually.
Membership in the New York State and Local Retirement System, as well as optional enrollment in the NYS Deferred Compensation Plan.
Tuition Assistance Program which reimburses 90% of tuition costs for approved courses up to 15 credit hours per year.
New York's 529 College Savings Program, which provides New York families with a tax-advantaged way to save for college.
Flexible Spending Program, which allows employees to set aside pre-tax payroll deductions for eligible health care and dependent care expenses.
Service Award Payments - Upon completion of 10 years of Authority service, eligible employees will receive a 10-year Service Award Payment. Payments are then awarded every five years as noted in the contract until 30 years of Authority service is reached. Service Awards have a positive impact on retirement.
Employees are paid bi-weekly, with no lag time.
Some positions will be eligible for downstate and/or geographical pay depending on location and title.
