Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

NON-COMPETITIVE MINIMUM QUALIFICATIONS:
Three years of experience assisting in the management of multi-trade construction projects from inception to completion to include cost estimating, construction planning and scheduling; contract document reading and interpretation, including agreement and conditions, plans and specifications; and construction inspection to ensure compliance with building codes for construction projects.
**an associate degree in a related field can substitute for two years of specialized experience; a bachelor’s in a related field degree can substitute for four years of experience; a master’s degree in a related field can substitute for five years of experience; and a doctorate in a related field can substitute for six years of experience.

Duties Description The primary responsibility of this position is to perform construction site visits to Agency projects administered by the various HCR programs. The position is necessary for the Design Construction and Environmental Unit to fulfill its responsibility of overseeing the construction phase of Agency funded projects. In this capacity, this position would oversee construction projects of various complexity, some of which can exceed a value of $20,000,000. The job functions of this position are vital to ensuring that projects funded by the Agency comply with various
criteria, including verification that construction funds are not mis-appropriated. Maintaining a full staff is necessary to for the Design Construction and Environmental Unit to meet these
obligations.

As an Assistant Superintendent of Construction, you would perform construction monitoring of HCR funded project in construction phase to ensure adherence to specifications, contracts and good work standards. You would also assist Associate Superintendent of Construction to perform construction monitoring of complex projects.
