Minimum Qualifications Current NYS Department of Health employee with permanent or contingent-permanent, competitive status as a Health Program Administrator 1, G-23 OR a NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title at or above a G-21 and deemed eligible for transfer to Health Program Administrator 1, G-23 under Section 70.1 or Section 52.6 of the NYS Civil Service Law.

Preferred Qualifications: Preferred candidates will have experience in public health insurance programs, including New York’s Medicaid and/or Medicare. Preferred candidates will also have supervisory experience; excellent oral and written communication skills; strong analytical skills and attention to detail; proficiency in Microsoft Office (Word, Excel, Access); experience utilizing data systems, including the Welfare Management System, eMedNY, and New York State of Health; and the ability to work well independently and as part of a team and to manage multiple priorities in order to meet deadlines.

Duties Description This Health Program Administrator 1 (HPA 1) position will work within the DEMI Bureau of Consumer Relations & Local District Support and Upstate Eligibility Systems, in the Local District Support Unit (LDSU) in New York City. The LDSU supports the New York City Human Resources Administration (HRA), the local agency that accepts applications for services and determines eligibility for Medicaid. Staff in the Bureau interact with consumers, their advocates, providers and elected officials; assure that policies are interpreted and implemented correctly; respond to requests from consumers, advocates and other stakeholders for information and assistance in resolving problems related to Medicaid eligibility.

Specific duties may include, but not be limited to, the following:

- Handle a large volume of phone calls and correspondence requests for information and assistance from the public, State, Federal, local, and private offices and agencies, advocates and legislators related to resolving Medicaid eligibility issues.
- Prepare documents and presentations for training Local District staff.
- Provide technical assistance and support to HRA’s Medical Assistance Program, the local agency that accepts applications for services and determines eligibility.
- Review HRA’s draft procedures.
- Review and comment on system requests that are proposed by Downstate Eligibility Systems office.
- Assist in other projects as assigned (e.g. audits, reconciliation project, death match project) and serve as the direct point of contact for communication with project leads.
- Supervise subordinate staff.

Additional Comments For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
