Minimum Qualifications Current NYS employee with one year of permanent or contingent-permanent service in a title at or above Grade 27 or M-2, and deemed eligible for transfer via Section 52.6 or 70.1 of the Civil Service Law.

Preferred Qualifications: JD or legal experience. Highly skilled professional with excellent organizational and forward-thinking skills. Experience with State Finance Law, NYS Procurement Guidelines, CMS and OIG Audits and the NYS Department of Civil Service State Personnel Management Manual is critical along with excellent written and verbal communication skills. Position requires a demonstrated ability to successfully manage multiple priorities and assist in the direction of the work of approximately 50+ staff.

Duties Description Working within OHIP’s Division of Finance and Rate Setting’s Bureau of OHIP Administration, the Health Program Administrator 4 will serve as the Bureau Deputy Director and assist with management of bureaus and units related to the provision of infrastructure services to the NYS Medicaid program. Duties of the position include, but are not limited to:
• Provide legal expertise & advice to the OHIP Executive Office and with other departments/agencies by reviewing and interrupting policies and State law to determine policy decisions and implementation activities related to OHIP's contracts, recruitments and hiring, audits, purchasing and receiving and logistics.
• Act as liaison and advisor to OHIP program managers the Medicaid Director's Office and DOH Administration to ensure all administrative needs (i.e. employee support, audits, logistics, contracts and fiscal) are met.
• Provide guidance and support to the bureau’s unit heads to ensure agency-wide needs are met.
• Provide supervision, guidance and oversight to bureau staff and intervene and resolve problems as necessary to ensure the integrity of work products.
• Supervise and develop direct reports, including developing direct report management and leadership skills within their areas of operation, and submit timely probation and performance evaluations while encouraging professional skills development.

Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
