Minimum Qualifications You must be currently reachable on the appropriate eligible list for this title, eligible under the 55 b/c program, or eligible to transfer to this title under Section 52.6 and/or 70.1 of the Civil Service Law.

Transfer:
For 52.6 and/or 70.1 transfer to a Payroll Examiner 3, salary grade SG-18, you must have one year of permanent competitive, or 55-b/55-c service in an approved title for transfer allocated to an SG-18 or above.

Appointments via transfer must not result in a second, consecutive transfer with an advancement of more than two S-grades or one M-grade.

Duties Description • Enter job and employee data into PayServ for new hires, concurrent hires, transfers and rehires.
• Enter additional miscellaneous withholding and payment information into PayServ.
• Calculate and reconstruct salary based upon established methodology.
• Provide employment verification for Office of the State Comptroller (OSC) employees.
• Assist OSC employees with completing direct deposit and other payroll related forms.
• Complete appropriate forms for full or partial check exchanges for overpayment of salary or exchange checks for deceased employees, assisting next of kin as necessary and manually calculating necessary taxes and deductions.
• Reissue W-2s.
• Process Social Security and Medicare tax refunds; assist employees with appropriate paperwork.
• Coordinate petty cash requests with the Bureau of Finance.
• Run regularly scheduled reports to identify new or amended garnishments to send notices to employees, identify non-negotiated checks, and change of address notifications.
• Assist with payroll activities: Budget Director Approvals (BDA) and reserve EMPID in PayServ.
• Assist in the development of the annual salary plan for exempt class, non-statutory employees.
o Maintain salary history of exempt class positions and their incumbents, including justification for internal promotions and salary changes.
o Provide reports for executive review, including ‘what if’ scenarios for payments which may be considered within the Comptroller’s discretion.
• Assist with New Hire Orientation at the New York City (NYC) location, as needed.
