Minimum Qualifications Current New York State Department of Health employee with permanent or contingent-permanent status as a Health Program Administrator 1, Grade 23.

OR: New York State employee with one year of permanent or contingent-permanent service in a title eligible for transfer to Health Program Administrator 1, Grade 23, under Section 52.6 or 70.1 of the Civil Service Law.

Preferred Qualifications: At least 5 years of experience in a health, human service, or community-based organization; at least 5 years monitoring complex programs and/or services; at least 5 years of internal, interdepartmental and/or community coordination; at least 3 years of supervisory experience; at least 3 years experience implementing project management skills including utilization of platforms (Microsoft Teams, SharePoint, data systems, etc.), organizing and storing data/information and coordination; at least 3 years of working with staff from different levels including management; at least 3 years providing technical assistance.

Duties Description Reporting to each of the Planning & Community Affairs leads, Special Assistant, NS, positions, the Health Program Administrator (HPA) 1, Grade 23, would perform the following duties:

• Review and assess health-related programs and services in assigned geographic areas. Through assessment work, understand unique community needs and services, and implement outreach strategies and programs to improve health equity outcomes and community engagement.

• Identify barriers to achieving health equity outcomes in assigned regions. Partner with Department teams from other offices to identify current health trends to inform community engagement efforts.

• Develop and implement regional workplans focused on achieving health equity goals.

• Engage stakeholders from communities to build relationships, trust, and understanding to increase health outcomes. Through engagement activities, enhance strategic partnerships with various stakeholders in the regions to achieve program goals. Collect data through various means such as interviews, conferences, questionnaires, reports, and on-site observations.

• Manage and implement focus groups, listening sessions, townhalls, community assessments, surveys, and other activities for the purposes of assessing communities’ perception of health services and to identify barriers to achieving health equity.

• Develop, implement, and assess performance metrics for assigned regions to evaluate health equity outcomes and impact on community affairs work.

• Draft and provide written and verbal status reports and other written documents to CPCA and ODEI leadership on community engagement activities and outcomes, and propose changes to maximize effectiveness of programs.

• Represent ODEI and the Department at meetings, hearings, conferences, committees, and public forums.

• Each position will supervise one HPA, Grade 18, position that will function as community planning and engagement specialists in assigned regions and assist the HPA 1, Grade 23, and Special Assistant, NS, regional leads with community planning and engagement functions.

Additional Comments This position is being posted in anticipation of Division of the Budget approval. Full-time, competitive, permanent appointment. Frequent travel, including overnights, throughout New York State including to areas not served by public transportation may be required (70%).
