One year of experience where most work time is spent performing activities related to mail receipt, mail distribution, storage, and stores keeping.

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

Duties Description Supervise, assign work to and monitor daily production of subordinate staff.
• Receive, pick up, deliver, open, appropriately record, time stamp, sort, and distribute mail, e-mail, or other forms of correspondence or communication, or goods, materials, or stores.
• Utilize strong verbal and written communication skills in dealing with agency personnel and in advising and assisting customers.
• Oversee and maintain quality control over delivery schedules and receivables from the Green Island facility.
• Develop, prepare and submit reports, work procedures and other documents using PC computer-based systems and the manipulation of an alpha-numeric key board.
• Use telephone to communicate with others in the performance of job duties.
• As assigned, participate in meetings to discuss mailing requirements with either DTF staff or outside vendors.
• Conduct employee performance evaluations, probation reports and maintain time records.
• Effectively communicate orally and/or in writing with Department staff and/or private common carriers, the Office of General Services, and the U.S. Postal Service and others to verify rules, regulations, procedures, schedules and rates.
• Maintain records for certified, registered and insured mail.
• Maintain a working knowledge of and have the ability to operate office equipment including personal computer, printers and photocopiers.
• Observe and update unit procedures accordingly. Work with supervisory staff to prepare schedules for cross-training of subordinate staff and instruct new and temporary employees.
• Assist in the preparation of annual and supplemental budgets for the operation of the Distribution and Receiving Unit.
• Have the ability to lift, bend, carry, climb, walk and stand for long periods of time.
• May operate a motor vehicle to pick up and deliver mail.
• Adhere to Department’s time and attendance rules and guidelines.
