Minimum Qualifications Candidates must be a current employee of New York State with one year or more of permanent or contingent-permanent service as a Project Manager 3 OR currently employed by New York State with one year or more of permanent or contingent-permanent service in a title eligible to transfer under section 52.6 of the Civil Service Law.

Preferred qualifications: Excellent written and oral communication, grammar, and editing skills; critical, independent thinking and analytical skills; excellent reading comprehension; ability to use Word, Outlook, and Excel; capable of working independently and in a team setting; experience preparing official reports and agency presentations; experience managing meetings with various stakeholders.

Duties Description OMIG is recruiting to fill two Project Manager 3 positions.

Each Project Manager 3 develops and works within a specific area of expertise, either with system modifications and enhancements relative to the Fraud and Abuse Comprehensive Tracking System (FACTS), or relative to projects relative to changes in the Medicaid program.

Specific responsibilities include, but are not limited to:

• Plan, prioritize, and identify the scope of system and/or process changes.
• Function as a liaison between System Administration staff and NYS Office of Information Technology Services for large-scale modernization projects.
• Research, gather, and evaluate system or business process requirements.
• Analyze current as-is system functionality and business processes.
• Create project plans, with specified milestones.
• Communicate business process requirements to ITS, program staff, OMIG Executive, and any other stakeholders.
• Analyze the impact of proposed changes and make recommendations to Bureau Director for project priority, scope, and implementation.
• Encourage stakeholders to resolve any potential issues prior to implementation.
• Perform and oversee user acceptance testing.
• Work with Staff Development personnel to develop training on system enhancements and implementation.
• Create and update system documentation and any pertinent training manuals.
• Provide direct supervision to staff, including planning and assigning work to subordinate staff.
• Assist divisions with project planning for agency projects.
• Evaluate staff performance and meet with staff regularly to provide feedback concerning work activities and performance.
