Minimum Qualifications 12 years of progressively responsible experience leading medium and large-scale business innovation projects including at least 3 years working on Public sector IT projects. PMP certification or equivalent combination of training and experience is required.
Preferred Qualifications:
• Demonstrated ability to work in environments that can challenge innovation.
• Demonstrated ability to communicate clearly and effectively with a wide variety of internal and external audiences, both in formal and informal circumstances, and where necessary to gain their agreement and acceptance.
• A diverse portfolio of project experience that demonstrates an interest in continuous learning, commitment to the process, and successful outcomes.
• Knowledge of cost management principles and practices to evaluate returns and risks of business solutions.
• Ability to absorb complex technical information and communicate effectively to both technical and non-technical audiences. Ability to analyze and solve problems with innovative, creative solutions.

Substitution: A bachelor’s degree can substitute for up to four years of the required experience. A master’s degree or higher in a related field substituting for an additional year of experience.

Duties Description • Inventorying and assessing existing services and innovation efforts.
• Identifying challenges to business operations and potential solutions of varying ambition.
• Consulting leadership on options that not only satisfy the demands of the business but may invest in future capabilities.
• As Director of the Project Management Office, engaging the Project Management Office resources to execute across multiple projects a lifecycle that values the voice of the customer, change management, iterative outcomes, and systems thinking, through a thoughtfully defined process.
• Setting budgets and managing project resources including business subject matter experts, vendors, and up to executive leadership.
• Developing new and strengthening existing partnerships with State agencies, local institutions, vendors, and others to expand our pool of knowledge and available resources.
• Aiding the Deputy Commissioner of Shared Services in developing an environment that values innovation, good governance, and creative thinking.
• Provide thought leadership in resolving issues and mitigating risks to ensure that programs and projects are completed on time, within budget, and to specifications - Use best practices and standard project delivery methodology - Coordinate cross-functional delivery teams and effectively manage resource plans to balance workload - Communicate effectively with leadership, stakeholders, and delivery teams.
• Perform the full range of supervisory responsibilities.
• Perform other duties and special projects as required.

Travel may be required (approximately 10%) depending on assignment.
Possession and maintenance of a valid Driver’s License issued by the NYS Department of Motor Vehicle is required, or otherwise demonstrate the capacity to meet the transportation needs of the job.
