Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS)* and applicants must meet the following minimum qualifications to be considered for this position:

This title includes a traineeship opportunity and applicants will be appointed to the appropriate level** based on their experience and education.

Required experience: professional experience conducting management and organizational studies to review and revise procedures for new or changing programs, review organizational performance, conduct data analysis, and develop internal controls. Master's and higher-level degrees will substitute for one year of required experience.

**Senior Administrative Analyst level requirements:
• Administrative Analyst Trainee 1 (equated to SG-13): bachelor or higher degree.
• Administrative Analyst Trainee 2 (equated to SG-14): bachelor or higher degree and one year of required experience.
• Senior Administrative Analyst, SG-18: bachelor or higher degree and two years of required experience.

Applicants may also be appointed to this position if currently reachable on the appropriate eligible list for this title OR are a current New York State employee with one year or more of qualifying permanent service in a position allocated to a Grade 11 or above and eligible for transfer under Section 52.6, 70.1, or 70.4 of the Civil Service Law.

Duties Description Duties include but not limited to:
• Assist in the evaluation of the agency’s internal control program to ensure compliance with necessary laws, rules, and regulations.
• Refer, monitor, and track status of program activities.
• Provide technical assistance to program managers in implementing new or revised administrative procedures.
• Develop and implement a review process to appropriately update policy, administrative and procedural manuals in accordance with program’s ongoing tasks, allowing for the improvement of operations and effectiveness.
• Develop a systematic review process that will allow for the update and maintenance of files, reports, organizational charts, and performance data.
• Answer phone inquiries, respond to questions, and relay messages accordingly to appropriate personnel/divisions.
• Utilize and enhance program databases and applications through the use of SharePoint and the Microsoft Office Suite.
• Develop key performance indicators and reporting/dashboards related to budget/financial performance.
• Develop succession plans and assist program directors with strategic staffing planning.
• Review, design, and control forms and templates.
• Provide Human Resources and other support to program units.
• Provide direction to support staff as necessary.
• Provide training as necessary for various financial functions/processes.
• Assist with procurement card and travel card reconciliation including outreach to cardholders as necessary.
• Participate in meetings as necessary, develop agendas, and coordinate the communication of discussed items to appropriate personnel with appropriate follow.
• Perform other duties and special projects as required.

Additional Comments *There is no examination required for appointment to a NY HELPS position. Candidates hired before May 2024 will be appointed on a temporary basis. In May 2024, satisfactory employees will receive permanent, non-competitive appointments and will begin a probationary period.

At a future date (within one year of permanent appointment), it is expected that NY HELPS employees will have their non-competitive employment status converted to competitive status, without having to take an exam. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
