Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

General Public: Candidates must have an associate degree or certificate in legal studies, paralegal studies, or legal assistant studies from an accredited institution or one approved by the American Bar Association.

Non-qualifying degrees: Non-qualifying degrees include but are not limited to degrees in Criminal Justice, Legal Studies, Liberal Arts, Political Science, Business Administration and Business Management.

Non-qualifying experience: Non-qualifying experience includes but is not limited to experience which is limited solely to general clerical or secretarial duties performed in a law office.

Current NYS Employees: Candidates must have one year of permanent, competitive or non-competitive 55 b/c service as a Legal Assistant 1 OR be eligible for transfer under Section 70.1 of the Civil Service Law.

The position may also be filled at the trainee level by appointment of a candidate reachable on the Legal Assistant Trainee list or in a title eligible to transfer to Legal Assistant Trainee 1. If filled as a trainee, the selected candidate must successfully complete a two-year traineeship. Trainees will be required to successfully complete courses in specific areas, in addition to on-the-job training activities, prior to completing the traineeship. All trainees are required to successfully complete six courses in paralegal studies and related skills from an accredited college or university. In addition, one or more college or training courses in writing skills will be required.

For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

Duties Description The candidate’s duties will include, but are not limited to:
• Provide extensive assistance to Attorneys in a busy professional legal office that handles administrative hearings and litigation.
• Conduct legal research using Westlaw, Federal Court Pacer, NY Courts E-Filing and legal source materials such as statutes, rules and regulations.
• Assist in the review and redaction of documents pursuant to FOIL.
• Review litigation documents such as summons and complaints, motions, affidavits and agency determinations; draft and assemble legal documents (stipulations of settlement, hearing exhibits, legal correspondence, judgments, subpoenas, etc.).
• Respond to inquiries from agency division staff and the public.
• Provide administrative/clerical support (such as processing mail, scanning, copying, scheduling meetings, answering phone calls and taking messages, typing, and filing).

Additional Comments Free parking is available at this location.

The agency participates in the NYS Telecommuting Program and questions may be raised during the interview. Employees are required to apply and obtain approval through management to telecommute according to the agency’s Telecommuting Program Guidelines.

Some positions may require additional credentials or a background check to verify your identity.
