Open to the Public: This title is part of the New York Hiring for Emergency Limited Placement Statewide program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, if the candidate meets the below NY HELPS minimum qualifications.

NY HELPS Non-Competitive Minimum Qualifications:
A bachelor's and two years of professional experience performing health care financing functions, conduct research related to the development and management of health care delivery systems, and work with various groups to develop policy options and recommendations to implement health care delivery system reforms.

Preferred Qualifications: Critical thinking skills, analytical skills using Microsoft Excel, ability to solve problems independently. Professional work experience should include policy, projections and trend analysis. The candidate must also have the ability to interact and collaborate with other staff with the Department of Health as well as Other State Agencies.

Duties Description This incumbent will function as an analyst within the Global Cap, Rebates, and Supplemental Programs Bureau within OHIP’s Division of Finance and Rate Setting (DFRS) in the tracking, analyzing, and forecasting of the Medicaid Global Cap and Medicaid Federal Upper Payment Limitations.

The Medicaid Global Cap is comprised of payments to plans and providers to cover medical services for over 7 million Medicaid recipients and spends over $100 billion gross annually.

Specific duties and responsibilities may include:

• Review and evaluate financial information related to the Medicaid program.
• Establish annual Medicaid program spending targets
• Analyze health care financing plans, programs, and methodologies to project Medicaid program spending, offsets, and enrollment.
• Perform analysis functions, and review and process Medicaid reimbursement rates and rate appeals.
• Review cost report information.
• Review budget proposals for financial and programmatic impacts.
• Review statutory and regulatory requirements and amendments and assess their impact on existing heath care financing systems and models.
• Work with financial databases for assigned program areas.
• Establish annual Upper Payment Limit (UPL) awards for providers.
• Calculate, review, and package the periodic UPL calculations based on the latest policy decisions.
• Prepare State Plan Amendments (SPAs) and State Regulations.
• Develops necessary information and analyses to resolve outstanding financial issues related to the Medicaid program.
• Communicate verbally and in writing with providers.
• Resolve questions raised by health care providers and outside auditors relative to Medicaid payments.
• Review rate appeals from health care providers to determine impact on the Medicaid budget.
• Interact and collaborate with rate setting, fiscal management, and program staff within the Department as well as other state agencies that interact with the Medicaid program.
• Identify, research, and analyze health care financing.
• Track, analyze, and project Medicaid program spending, offsets, and enrollment.
• Establish annual Medicaid program spending targets
• Drafts quarterly Legislative mandated Medicaid Global Cap and Medicaid Drug Cap reports.

Additional Comments Microsoft Excel knowledge, skills, and abilities are a requirement.

The Senior Health Care Management System Analyst is part of the NYS HELPS program. For the duration of the HELPS Program, these titles may be filled via permanent non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the titles for which they apply. At the close of the HELPS program, employees hired under the HELPS Program will have their non-competitive employment status converted to competitive status. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State.
