Minimum Qualifications Permanent Transfer Candidates: Current NYS Department of Health employee with one year of permanent or contingent-permanent, competitive service as a Health Care Surveyor 4 (Nursing), G25 OR A NYS employee with one year of permanent or contingent-permanent, competitive status in a title G23 or higher and eligible to transfer under Section 70.1 and able to meet the non-competitive requirements below

Non-Competitive: Possession of a license and current registration as a registered professional nurse in New York State; a bachelor's degree in nursing; and four years of post-licensure, specialized professional administrative or professional clinical experience. One year of the experience must have been at a supervisory level.

Preferred Qualifications: Extensive supervisory skills managing staff and overseeing a caseload including evaluating and maintaining successful performance, strong computer skills including experience using databases, demonstrated ability to motivate and direct staff to achieve desired goals, experience assisting, developing and delivering training to address staff needs, strong written and verbal communication skills.

Duties Description Under the general direction of the Pharmacy Supervisor, the Health Care Surveyor 4 (Nursing) will be responsible for a range of activities which may include managing or conducting investigations, coordinating medical record reviews and supervising the Investigative process for a major program unit for the Office of Professional Medical Conduct (OPMC). Duties include, but are not limited to the following: Supervise and coordinate investigative process for a major program unit within OPMC. Supervise subordinate investigative staff including planning and distribution of employee caseload and managing caseload for multiple subordinate investigators. Conduct case reviews of active investigations and manage caseload of cases with high priority and/or complexity. Ensure compliance with all statutes and regulations and consistent administration of investigative operations procedures including the documentation of all investigative activity, interviews, phone conversations, and findings in writing. Coordinate objective review process of medical records by medical coordinators, medical experts, pharmacists, and/or nurse investigators within appropriate specialties to identify deviations from standard of care and applicability to Education Law 6530 and 6531. Review and approve medical record memorandum of investigation for completeness and accuracy. Analyze statistical and investigative data, quality assurance material, and criminal and malpractice information. Review and approve completed case reports to present to investigative committees of the Board for Professional Medical Conduct. Review and write up Bureau of Narcotics Enforcement (BNE) reports needed for investigations and participate in all aspects of investigation as are necessary. Review and analyze medical records and complete reports of investigative findings as assigned by specialty. Oversee and conduct the QA program for the unit to work with the Director and Medical Director to develop and update criteria for implementation of the unit. Lead and conduct performance reviews and clinical reviews for investigations and licensees under monitoring. Lead and conduct onsite infection control visits and training for staff. Oversee investigations and monitoring to ensure meeting required programmatic and legal deadlines. Oversee the modifications process for licensees seeking license restorations, conduct the proceeding and writing and reviewing the order, and training staff on the process. Assists OPMC Executive management with additional duties as necessary.

Additional Comments Posted salary range includes the statutory hiring rate at Step 4 and job rate for PS&T Grade 25 ($102,342 - $114,444) and an additional Geographic Pay Differential of $20,000.
