Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).*

To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:

A bachelor's degree including or supplemented by nine semester credit hours in biostatistics, data analysis, data modeling, economics, econometrics, mathematics, research methods, or statistics and three years of professional research experience performing the collection, manipulation (e.g., data construction, merging data files, data cleaning, working with data files containing different levels of data) and evaluation of quantitative data directed toward review, analysis, and presentation related to program operations.
Candidates may also be qualified for permanent competitive appointment if reachable from the appropriate Civil Service eligible list or eligible for reassignment or transfer in accordance with Civil Service Law.

Duties Description The Program Research Specialist 2, SG-23, is assigned to the Division of Environmental Stewardship and Planning’s Statistical Analysis Section and reports to the GIS and Data Manager (Environmental Program Specialist 3 (NR).

One of the core functions of the DESP Planning and Analysis Bureau is obtaining, maintaining, and interpreting descriptive statistics about the State Park System. It collects data such as park attendance and revenue on a statewide, park and activity basis; it collects information about park users (demographics) and performs subject specific data collection (surveys; camping, golf, marina, trail user data; visitor satisfaction ratings; activity participation and more.) The bureau is also responsible for maintaining various databases and producing reports about individual state parks and the state park system.??

The Program Research Specialist 2’s duties:

• Acts as Project Lead for agency-based and division-based data, research and subsequent analysis needs such as state park surveys, economic and marketing analysis in support of capital and planning projects.
• Meets with division and agency staff to determine the research needs based on data and project requirements.
• Produces business intelligence solutions by designing research projects and developing surveys to collect data or querying data repositories and generating periodic reports.
• Develop and conduct research projects and surveys; provide statistical analysis of resulting data.
• Manage and conduct research projects and surveys of general population, facility specific, topic specific and professional surveys in the following subject areas:
o Visitor use and preference surveys in support of master plans,
o General visitor survey
o General citizen survey conducted every 5 years in support of the federally mandated Statewide Comprehensive Outdoor Recreation Plan (SCORP), as well as to support the 5 year Statewide Historic Preservation Plan.
• Creates and updates quality control measures for data gathering and analysis, write reports and ensure data integrity.
• Oversees the formatting of raw data and the performance of statistical analysis.
• Manages the gathering and comparison of datasets produced by other State Park staff.
• Assesses data structures and how they can be used to produce desired reports; researches new data sources and analytical tools and recommends solutions.
• Supervises subordinate staff.

Additional Comments *For the duration of the NY HELPS Program, this title maybe filled via a non- competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

Preferred Experience:

• Demonstratable professional experience in designing research projects related to users, uses and needs of parks, developing and implementing surveys, analyzing survey results, and assessing trends
o Demonstrated ability to design research projects to assess park users, park uses, and park needs; develop and implement surveys at a variety of scales, analyze raw data; produce descriptive statistics and develop reports based on results
o Demonstrated ability to determine sample size, sampling methodology, digital and analog survey methods
o Demonstrated ability to apply statistical methodology to complex data
o Demonstrated ability to use statistics to make forecasts and to provide projected figures
o Demonstrated ability to present information in a variety of formats
• Software experience in:
o IBM SPSS, R or equivalent statistical software package
o Microsoft Access and Office (Word, Excel, Outlook, and Power Point), Forms, Power Automate.
• Use of web-based survey applications such as Survey Monkey and/or Survey123 is required.
• Internet and library research skills and good communication and technical writing skills are preferred.
• A working knowledge and use of Adobe Creative Suite (In Design, Photoshop, Illustrator and Acrobat Pro), ArcGIS (ArcGIS Desktop or ArcGIS Pro) and ArcGIS Online are considered helpful.
• Previous related coursework, fieldwork, or professional experience in survey/data collection and economic modeling is also helpful.
o Coursework or professional experience including but not limited to statistics, economics, economic modeling, research methods, data visualization, predictive analysis, data science, survey research, survey data collection
