Minimum Qualifications Current Department of Health employee with permanent or contingent-permanent status as a Senior Health Planner OR current Department of Health or any NYS employee with one year of permanent or contingent-permanent service in a G-18 or higher title deemed eligible for transfer under Section 52.6 of the Civil Service Law.

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

Six years of experience where your primary duty was performing two of the five activates below:

Health services research and analysis of health care systems resources, beds, services allocations, or processes of care.
Demographic or economic analysis for projecting need for health care facilities and services.
Analysis of health care resources, staffing needs, usage patterns, health services quality, or patterns of clinical care.
Health care policy development and analysis on a statewide, regional, or county basis.
Preparation or review of CON applications in a State regulated health care facility or governmental agency.

Preferred Qualifications: Experience with the development of policies within the Department of Health. Strong communication and organizational skills.

Duties Description The Senior Health Planner, G-18, will act as a lead for policy and operations management in the Bureau of Operations and Regulatory Management. This bureau is responsible for the following: regulatory management, communications, audit, contract management, policy development and implementation, and document management including publication to DOH websites. Responsibilities include assisting the manager in the day-to-day operations, personnel management, fiscal management, problem resolution, and overall programmatic operation for staff assigned. Other duties include data analysis and report generation and for potential fraud and abuse to be referred for investigation; policy development and evaluation of current policies for appropriateness with current medical practices and guidelines; coordinate with staff responsible for review and updates to procedure manuals, provider manuals, and fee schedules; and other duties assigned to support Division operations.

Additional Comments For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
