Minimum Qualifications Current NYS Department of Health employee with permanent or contingent-permanent, competitive status as a Health Program Administrator 2, G-25 OR a NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title at or above G-23 and deemed eligible for transfer under Section 70.1 or Section 52.6 of the NYS Civil Service Law.

Preferred Qualifications: Experience with the development of policies and regulations within the Department of Health including the processes for regulatory, statutory, and state plan amendments changes. Strong communication and organizational skills. Preferred project management experience.

Duties Description The Health Program Administrator 2, G-25, will act as the manager in the Bureau of Operations and Regulatory Management. This bureau is responsible for the following: regulatory management, communications, audit, contract management, policy development and implementation, and document management including publication to DOH websites. Responsibilities include providing administrative leadership for the day-to-day operations, personnel management, fiscal management, problem resolution, and overall programmatic operation for staff assigned. Other duties include data analysis and report generation and for potential fraud and abuse to be referred for investigation; policy development and evaluation of current policies for appropriateness with current medical practices and guidelines; manage staff responsible for review and updates to procedure manuals, provider manuals, and fee schedules; and other duties assigned to support Division operations.

Additional Comments For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
