Minimum Qualifications • Twelve (12) years of experience as a project and/or program manager on complex information technology projects involving multi-entity project teams and multi-million-dollar budgets, including managing requirements analysis, design, development, testing, and implementation activities as well as project management activities. At least three (3) years of this experience must have been at a managerial level.

The following degrees may substitute for the general experience as indicated:

A Bachelor’s degree in Information Technology, project management/administration, communications, or a related field and eight (8) years of the qualifying experience listed above with at least two (2) years of this experience at a supervisory or managerial level.

A Master’s degree may substitute as an additional year of experience.

Duties Description Under the direction of the Director of the Integrated Eligibility System (IES), the Program Operations Director is responsible for Procurement & Budgeting, Program Governance, Federal Agency Liaison and Funding and Relationship Management, Vendor Management, Human Resource and Staffing Oversight, and Large-scale Stakeholder communications. The Program Operations Director will oversee the operational activities supporting the IES Program including overseeing the project communications with external and internal stakeholders, compliance requirements, budget and financial tracking and planning, administration, personnel and vendor management activities, procurement and purchasing, and overall administrative operations for the IES Program.

Duties include, but are not limited to:

• Oversee internal and external communications related to IES development and implementation;
• Ensure the IES Program adheres to and meets federal and State compliance requirements;
• Provide overall coordination with the Program's federal partners;
• Oversee budget tracking in addition to finance and claiming activities for the IES Program;
• Oversee integration between ITS procurement, vendors and stake holders to execute needed contracts;
• Establish and execute vendor management practices for the IES program;
• Oversee administration and human resource management, for both employee and contractor resources;
• Coordinate IV&V activities on behalf of the IES Program sponsors;
• Serve as a member of the IES Program Steering Committee;
• Provide approvals of purchase requisitions and internal review forms;
• Collaborate with ITS technical and operational leadership to ensure alignment on related standards and strategy;
• Oversee coordination with stakeholders and State Executives;
• Perform full range of supervisory responsibilities.
