Minimum Qualifications Current New York State employee with one year or more of qualifying permanent service in a position allocated to a Grade 23 or above and eligible for transfer under Section 52.6 or 70.1 of the Civil Service Law.

Duties Description The incumbent will report to the Administrative Services Unit. Under the direction of the Fleet and Facilities program leadership, the Associate Administrative Analyst will provide oversight, management, and strategic direction of the DHSES Fleet Management and Support Services program, including the development of policies, processes, and protocols for all segments of the program. Duties include, but are not limited to:

• Develop, implement, and review formal published DHSES fleet management policies and protocols, incorporating all directives promulgated through Executive Order, the Division of the Budget, and Office of General Services and DHSES Executive directives and in compliance with State and Federal requirements.
• Oversee the implementation and maintenance of the fleet vehicle inventory and usage database tracking system (FleetWave) including the following: fuel usage, maintenance and repair, vehicle and equipment life cycles, depreciation, acquisition, and disposal.
• Collaborate on the development of the Business Case for agency vehicle acquisitions based on a thorough analysis of real and projected vehicle utilization, operation, current and anticipated agency mission.
• Ensure DHSES vehicle and risk management policies and procedures are followed and employees meet all standards of conduct and acceptable agency practices, comply, and follow all applicable rules and laws as they pertain to fleet, auto liability and vehicle risk management as applicable.
• Maintain ongoing relationships with DHSES Program managers to identify vehicle usage issues and eliminate inefficiencies.
• Develop ad-hoc reports and presentations regarding fleet capacity, costs, readiness, and adaptability as required.
• Maintain knowledge of industry-wide issues, including recalls, safety, and utilization standards.
• Coordinate parking and special parking permit program in accordance with OGS Parking Services policy and directives.
• Collaborate on the development and oversight of agency-wide sustainability program including but not limited to energy efficient rolling stock assets, infrastructure and land management.
• Coordinate agency moves in the most cost-effective manner, with minimal disruption to work operations and the assurance that all agency assets are transported and arrive in good condition.
• Develop, implement and monitor mail and package policies and procedures to ensure appropriate handling and timely delivery.
• Ensure records retention and retrieval systems are established and maintained in accordance with State/agency policy.

Additional Comments NOTE: Support of operations during times of emergency and disaster from State Emergency Operations Center (EOC), state field offices and/or local deployments may be required, which would result in a change and/or increase in working hours, locations and/or duties.
