Minimum Qualifications Current New York State employee with one year or more of permanent, contingent-permanent or 55b/c service as an Auditor 2 OR current New York State employee with one year or more of permanent, contingent-permanent or 55b/c service in a position allocated to a Grade 23 and above and eligible for transfer under Section 52.6 or 70.1 of the Civil Service Law.

Duties Description The incumbent will supervise the Audit & Compliance Unit within Recovery Finance. The duties include, but may not be limited to:
• Act as Recovery lead for the Single State Audit, which includes attendance of entrance and exit conferences with third party audit representatives, coordinating compilation of all requested records and/or documentation, and acting as liaison between audit representatives and Recovery staff.
• Serve as the Recovery lead for FEMA program compliance reviews for Individual Assistance, Hazard Mitigation and Public Assistance.
• Oversee Internal Controls for Disaster Recovery programs.
• Supervise Auditor 1 and/or Auditor Trainee, and other staff as required.
• Assist in establishing the scope of audit by analyzing and determining areas for audit, and the timeframe to be examined.
• Assist in planning audit activities, including specific audit tasks and the audit schedule.
• Conduct audits by performing various tests, reviews, reconciliations, and evaluations of records to ensure that transactions are processed appropriately.
• Evaluate the efficiency and effectiveness of Recovery’s internal controls, noting any relative strengths or weaknesses.
• Utilize generally accepted accounting and auditing principles and standards when conducting audits.
• Prepare working papers to document audit scope and conclusions.
• Prepare narrative reports of audit findings and recommendations.
• Participate in development of Recovery audit manuals or training programs.
• Perform ad-hoc personal allowance reviews, as necessary.
• Supervise permanent, temporary and contractual staff performing all supervisory duties as required.
• Performs other duties as required.
• Travel 10%, including during evening and weekends; depending on mission and assignment.
• Possess and maintain a valid, unrestricted New York State motor vehicle operator’s license.
