Minimum Qualifications Permanent Qualification: Candidates must currently be a permanent Office Assistant 3 OR be reachable for appointment on the current Office Assistant 3 eligible list #37-838;


Transfer Qualification: Candidates must currently be a permanent New York State employee eligible for transfer under Section 70.1 of the Civil Service Law.

Duties Description Under the general direction of the Senior Admin Analyst in the Prize Payments Unit, the incumbent(s) will be primarily responsible for customer service including oversight, management of claims processing and the Customer Service Center (CSC) at Lottery Headquarters in Schenectady, processing jackpot and annuity payments, maintaining all claims records including filing all regional and video gaming facilities claims, and processing and providing customer service for Lottery Subscriptions when needed.

Duties include but are not limited to the following:

• Supervise one or more Grade 9 Office Assistant 2s (OA2).
• Review claims prior to mailing, correcting issues/errors uncovered.
• Process mail-in claims, claims for tickets with draws remaining, jackpot claims, and subscription applications.
• Process exception claims including stolen tickets, previous paid tickets, suspect vouchers, and stolen book claims.
• Process monthly annuity payments including review and update of files for record changes to ensure accurate payment.
• Review and respond to FOIL requests and buyout confirmations for annuities.
• Oversee the operations and staffing of the CSC in Schenectady.
• Maintain and respond to personal email mailbox along with Prize Payment and Subscription mailboxes.
• Answer phones.
• Research returned checks in the mail for a better address.
• Research issues for players and subscribers.
• Maintain records for all claims paid from the Lottery Prize Account either directly by Lottery headquarters, regional offices, or video gaming facilities.
• Transfer claims designated for long term storage to a State Records Center warehouse and request records be returned from State Records Center as needed.
• Maintain accurate logs to facilitate the appropriate destruction of records by the State Records Center.
• Reconcile daily check deposits from the Subscription System and verify reports that go to Lottery Accounting.
• Provide group member information for wins from the groups to the hold file and/or other discrepancies with group member information.
• Prepare Cash Disbursement Options package to Finance for refund to customer(s) when applicable.
• Research and delete/cancel subscriptions for payments returned from bank.
• Research payments in E-bill & Collect, remove customer funding sources, refund customer payments if necessary.
• Research subscription checks in the Prize Payment System.
• Request stop payments on subscription checks not received.
• Periodically perform testing on the Website for updates and continuous problems.
• Contact Vendor with problems with the GUI/Portal and follow-up as necessary.
• Submit IP failures to vendor operations for verification.
• Assist with Internal Control information and testing.
• Manage inventory of office supplies.
• Ship toner, check stock, and W2-G paper to video gaming facilities as requested.
• Complete special projects as requested.

Additional Comments Prohibition against Playing and Wagering:

Commission employees and family members residing in their households are prohibited from purchasing Lottery tickets or claiming Lottery prizes. Commission employees are prohibited from wagering upon any horse racing, commercial gaming, video lottery gaming, Indian gaming, charitable gaming activities, interactive fantasy sports, and mobile sports wagering within the State. To avoid any appearance of impropriety of conflict of interest, Commission employees will be prohibited from all aspects of promoting, operating, and playing in any charitable gaming, which includes bingo and games of chance such as raffles, whether the organization conducting the game is required to be licensed by the Commission. The prohibition placed upon each Commission employee from assisting with any charitable gaming does not apply to the employee's family unless the employee thinks it presents a conflict of interest related to his or her job duties. Commission employees must also avoid any outside activities that could interfere or be perceived to interfere with their job duties.
