Minimum Qualifications One year of permanent service as a Homeland Security Program Analyst 1
Bachelor’s degree and three years of experience in intelligence analysis, homeland security, counter terrorism, emergency preparedness analysis and assessment, or investigations. A master’s degree may substitute for one year of the experience.

Duties Description The incumbent will report to the Office of Emergency Management's State Watch Center. Duties will include, but not be limited to the following:

• Plan, develop, and manage complex special projects on homeland security and emergency management trends.
• Oversee the development and implementation of collaborative programs with internal/external groups and new and ongoing partnerships nationally and internationally with public, private, and non-profit sector officials.
• Coordinate requests for information from DHSES officials and other high-level sources for appropriate assignment, disposition, and response.
• Liaise with state, federal, public and private sector officials. Organize, coordinate and facilitate meetings, work groups and training for diverse stakeholders.
• Oversee conference calls or meetings with Emergency Support Function (ESF) partners and other stakeholders on complex missions or resource requests and develop proposed solutions for leadership consideration.
• Collaborate with senior and program management to establish fundamental industry related concepts and criteria and stimulate the development of new policies, protocols and techniques.
• Assign, prioritize, review, and evaluate of work of subordinates professional/support staff.
• Perform supervisory duties including, but not limited to processing time sheets, approving leave requests, evaluating professional development needs, conducting interviews, and completing performance evaluations for subordinates.
• Ensure all assignments are properly and professionally completed within deadlines and any challenges are brought to the attention of the supervisor(s).
• Professionally interact with local, state, and federal government agencies and officials at all levels via telephone, e-mail, and in-person.
Travel may be required.

Additional Comments NOTE: Support of operations during times of emergency and disaster from State Emergency Operations Center (EOC), state field offices and/or local deployments may be required, which would result in a change and/or increase in working hours, locations and/or duties.

Possession and maintenance of a valid Driver’s License issued by the NYS Department of Motor Vehicle is required.
