Preferred Qualifications: The preferred candidate will have the ability to effectively work in a fast-paced office, prioritize multiple assignments, and demonstrate a willingness to take initiative. They will possess strong organizational, analytical, verbal, and written communication skills; and have the ability to work independently as well as part of a team. The incumbent will have proficiency using Microsoft Office Suite, including Word, Excel, PowerPoint, Outlook, and SharePoint.

Duties Description The Hunger Prevention and Nutrition Assistance Program (HPNAP) provides supplemental funding and nutrition technical assistance to a network of emergency food programs (EFPs) consisting of eight regional NYS food banks and 38 other contractors serving 2,500 soup kitchens, food pantries, and shelters. Fiscal assistance includes funding for emergency food, food safety and sanitation supplies, food service equipment, food service operating costs, and nutrition technical assistance. HPNAP funding provides significant assistance in enhancing the provision of over 300 million meals in New York State per year.

The Health Program Administrator (HPA) will be responsible for fiscal oversight and support activities for HPNAP including contract oversight, voucher review and approval, creation of purchase orders, contract and purchase requisitions, and generating cash disbursement reports in the Statewide Financial System (SFS). Additional responsibilities include entering procurements in the Grants Gateway (GG), assembling contracts following the procurement, conducting voucher trace evaluation tasks, maintaining unit policies and procedures, liaising with Regional Office program staff, coordinating quality assurance activities, and providing IT/data management support to contractors.
