Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS)* and applicants must meet the following minimum qualifications to be considered for this position:

Applicants must possess three years of experience performing clerical, keyboarding, or paraprofessional work in an office environment.

Applicants may also be appointed to this position if currently reachable on the appropriate eligible list for this title OR are a current New York State employee with one year or more of qualifying permanent service in a position allocated to a Grade 11 or above and eligible for transfer under Section 70.1 of the Civil Service Law.

Duties Description Duties include but are not limited to:
• Collect, tabulate, and recommend entitlement allocation for food programs.
• Monitor the utilization of entitlement. Identify deficiencies, draw conclusions from data, and make appropriate recommendations.
• Analyze food inventory, draw conclusions from data, and offer food accordingly.
• Review pickup slips for deficiencies and adjust database inventory as required.
• Monitor and evaluate deliveries for accuracy. Identify deficiencies and notify the USDA for problem resolution.
• Gather commodity complaint information from customers for review and submission to the USDA.
• Monitor various contracts and agreements. Review and analyze financial data and expenditures. Identify and determine adjustments.
• Determine eligibility and enroll schools in food programs. Monitor, tabulate, and adjust entitlement accordingly.
• Perform physical inventories and administrative annual reviews at distributors and food banks. Identify deficiencies and assist in correcting problems.
• Effectively correspond and collaborate with customers, vendors, and USDA to ensure program deadlines are upheld.
• Assist in the preparation, review, and delivery of a variety of reports via PowerPoint, webinars, or onsite conferences and training.
• Efficiently utilize program inventory systems and Microsoft Office Suite.
• Assist in revising policy and procedures manuals.
• Perform a full range of supervisory activities.
• Perform other duties as required.

• Possession and maintenance of a valid Driver’s License issued by the New York State Department of Motor Vehicle is required. Operation of a motor vehicle will be required.
• Flexibility to work in environments of fluctuating temperatures.
• Extensive travel throughout New York State may be required (approximately 15%).

Additional Comments *There is no examination required for appointment to a NY HELPS position. Candidates hired before May 2024 will be appointed on a temporary basis. In May 2024, satisfactory employees will receive permanent, non-competitive appointments and will begin a probationary period.

At a future date (within one year of permanent appointment), it is expected that NY HELPS employees will have their non-competitive employment status converted to competitive status, without having to take an exam. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
