Minimum Qualifications You must be currently reachable on the appropriate eligible list for this title or eligible to transfer to this title under Section 70.1 of the Civil Service Law.
For 70.1 transfer to a Payroll Examiner 1, salary grade (SG)-12, you must have one year of permanent competitive, or 55-b/55-c service in an approved title for transfer allocated to an SG-10 or above.

Appointments via transfer must not result in a second, consecutive transfer with an advancement of more than two S-grades or one M-grade.

Duties Description Participate in and administer agency payroll operations.
• Assist in overseeing Office of the State Comptroller (OSC) payroll and ensure all promotions, leaves, separations, deductions, tax withholdings, hourly time entry and many other payroll processes are completed correctly and in a timely manner.
• Provide W-2’s, copies of check advice and earning records to employees.
• Serve as backup when necessary to Payroll Examiner 3 and Payroll Examiner 2.
• Use reports and queries to certify the proper submission of the payroll.
• Calculate and/or verify salary calculations and related factors for agency employees.
• Resolve payroll audit problems by working in partnership with State Payroll Services staff clarify submissions and correct them, as needed.
• Answer various types of communications (phone, e-mail, and letters) from employees and managers concerning general payroll topics and specific personal status issues and inquiries.
• Enter job and employee data into PayServ for new hires, concurrent hires, transfers and rehires.
• Enter additional miscellaneous withholding and payment information into PayServ.
• Provide employment verification for OSC employees.
• Complete appropriate forms for full or partial check exchanges for overpayment of salary or exchange checks for deceased employees, assisting next of kin as necessary and manually calculating necessary taxes and deductions.
• Assist in coordinating petty cash requests with the Finance Office.
• Run regularly scheduled reports to identify new or amended garnishments to send notices to employees, identify non-negotiated checks, and change of address notifications.

The Office of the New York State Comptroller (OSC) supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs. Generally, employees new to OSC will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee’s duties and work performance are aligned with telecommuting they may be allowed to do so. Upon approval to telecommute, OSC employees may telecommute up to 5 days per pay period.
