Minimum Qualifications Current NYS Department of Health employee with permanent or contingent-permanent, competitive status as a Health Program Administrator 3, G-27 OR a NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title at or above a G-25 and deemed eligible for transfer under Section 70.1 or Section 52.6 of the NYS Civil Service Law.

Preferred Qualifications: Strong supervisory and administrative management skills.
Knowledge of hiring practices and processes.
Knowledge of NYS procurement rules and processes including contract development and management to develop work plans, budgets and performance measures.
Fiscal experience with expenditure planning, tracking expenditures and evaluation including experience working in with SFS and additional fiscal systems.
Excellent written and oral communication skills that includes demonstrated experience partnering with underserved communities and protected classes for effective community engagement and outreach.

Duties Description Provide administrative oversight and supervision to five OMHHDP units including Policy, Communications, Education and Training; Cultural Health Informatics & Research; the State Partnership and First Nations/American Indian Programs; and Administrative Services & Resource Management.

Develop, implement, and evaluate OMHHDP programs and initiatives, and oversee administrative, programmatic, and fiscal workings of the office.

Oversee development of competitive procurements consistent with Public Health Law Section §240*2. Review grant and contract deliverables for effectiveness and fiscal appropriateness.

Forecast budget needs for OMHHDP, draft annual expenditure plans in consultation with unit staff; analyze variances in budgets; and establish and oversee systems to monitor budget activities for new and existing programs and initiatives.

Represent OMHHDP as an office and Department representative in both internal and external meetings, focus groups, conferences, and other venues.

Manage internal and external program communication functions, including working with the Public Affairs Group on website content management, and the development and implementation of OMHHDP-specific forms and publication content intended for internal and external audiences.

Directly supervise unit heads, and establish work systems, policies, and procedures to ensure effective utilization of resources.

Additional Comments Full-time, contingent permanent appointment. Transfer candidates, you may be asked for a Social Security Number to verify your transfer eligibility. Occasional travel throughout New York State, including to areas not served by public transportation, may be required (10%).

Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
