Minimum Qualifications To be eligible for the Business Systems Analyst 3, G-25 position you must meet one of the following conditions as detailed below:

1. Candidate must be eligible for appointment from the
Business Systems Analyst 3 eligible list, OR

2. In a G-23 or higher title that meets criterial for 52.6
transfer.

3. For provisional appointment*: To be eligible, the candidate
must have one year of permanent competitive or 55-b/55-c
service as a Business Systems Analyst 2 or Business
Systems Analyst 2 (Health).

4. For NCP appointment**: The Division of Personnel
anticipates the possibility of making an appointment in the
near future to this title. Section 52.7 of Civil Service Law
allows an agency to nominate a candidate for a non-
competitive promotion examination when there are three or
fewer qualified candidates in the departmental promotion
field interested in competing in an examination to fill a
position. The following position is being posted to
determine if there is a promotion field and/or if a non-
competitive examination is appropriate in accordance with
Section 52.7.

To be eligible for a 55b/c appointment, candidate must be currently enrolled in the Civil Service 55b/c program and have a bachelor's degree. Please provide a copy of your 55b/c approval letter and proof of college degree when applying.

*A provisional appointment is authorized by §65 of the Civil Service Law when there are fewer than three list eligibles willing to accept appointment to the position. In order to be provisionally appointed to the posted title, the candidate must meet the minimum qualifications as specified above. If offered a provisional appointment to the position, the candidate must take the next examination to be held for this title and be reachable on the subsequent established eligible list.

**An NCP appointment may be allowed if there are three or fewer qualified candidates in the promotion field interested in the position.

Duties Description Duties include, but are not limited to:

• Review policy, procedure, and legislative documentation to
define business requirements.

• Document current business processes working with business
unit staff.

• Design and develop new business processes working with
business unit staff.

• Lead business analysis activities to support system
development efforts, including the creation of functional Use
Cases, process models and other business analysis artifacts
as needed.

• Leverage analysis techniques like user stories, product
family matrices, functional decomposition, etc. to elicit
requirements.

• Elicit and document requirements as part of the Request for
Proposal (RFP) process.

• Create and maintain requirements management plans to
manage analysis work throughout the system and project
management lifecycles.

• Create and maintain business requirements within a
requirements traceability matrix (RTM).

• Create and maintain business rules within a business rules
engine.

• Develop and present suggestions for new legislation, rules
and regulations and make for new projects to management
staff.

• Plan and facilitate meetings with internal and external
stakeholders as necessary.

• Maintain a collaborative environment that fosters and
supports creative solutions and continuous improvement.

• Maintain a working environment that is committed to
attracting, developing, and retaining a competent and highly
motivated workforce.

• Map requirements to test cases within RTM to ensure end-
to-end verification of agency needs.

• Develop test scripts/scenarios, execute testing, and analyze
results.

• Coordinate with various stakeholders to execute Functional
and User Acceptance Testing.

• Demonstrate strong, professional, respectful communication
skills, both verbally and in writing.

• Perform full range of supervisory activities for subordinate
staff.
