Minimum Qualifications Current New York State employee with one year or more of permanent, contingent-permanent or 55b/c service as a Training Specialist 2 OR current New York State employee with one year or more of permanent, contingent-permanent or 55b/c service in a position allocated to a Grade 23 and above and eligible for transfer under Section 52.6 or 70.1 of the Civil Service Law.

Duties Description Under the direction of the Fire Protection Specialist 3, SG-27 Operational Support and Education, the incumbent will supervise the daily activities of professional and administrative staff, ensure course curriculum is current, courses are efficiently and effectively developed, delivered, and consistent with the State Fire Training Program.

Duties include, but are not limited to the following:

• Oversee the daily activities of professional and administrative training staff, in the development and delivery of training programs consistent with the OFPC State Fire Training Program.
• Develop, and when assigned, present training courses within the State Fire Training program and in support of OFPC staff professional development and in-service training that will optimize performance.
• Identify and assess specific training needs by observing and reviewing agency programs and by discussing staff and program requirements with program managers.
• Assure training and authorization of FPS and SFI staff to conduct State Fire Training is appropriate, effective, and current.
• Review lesson plans and course materials to ensure consistency with course outlines and training objectives, including assisting with the evaluation of outside training for equivalency with State Fire training courses.
• Working with OFPC FPS and SFI subject matter experts, prepare lesson plans and course materials for State Fire training courses to ensure content is current, meets applicable standards, and will meet established training objectives.
• Evaluate student and instructor feedback regarding State Fire training courses and recommend improvements and develop and implement those recommendations as assigned.
• Develop new training initiatives; modify existing programs based on an assessment of program needs; evaluate effectiveness of training; consult on OFPC training programs.
• Identify and recommend available training and educational opportunities appropriate for the training, education, and professional development of OFPC staff.
• Recommend specialized training courses to correct problems or to familiarize staff with new programs, policies, or procedures.
• Assist with maintaining and administering OFPC’s learning management system within the agency to record compliance and analyze training needs.
• Travel may be required, approximately 25%, including during evening and weekends, depending on mission and assignment.
• Perform other duties as required.

Additional Comments Possession and maintenance of a valid Driver’s License issued by the NYS Department of Motor Vehicle is required, or otherwise demonstrate the capacity to meet the transportation needs of the job.
