The Department of Civil Service is considering making a request to the Department of Civil Service to hold a non-competitive promotion examination for the above title in accordance with Section 52.7 of the Civil Service Law if three or fewer interested promotional candidates respond to this notice. Before submitting such a request, we must ascertain if anyone meeting the minimum qualifications is interested in competing in a promotional examination for the above title and if they would accept appointment if offered. To qualify, you must be a current Department of Civil Service employee. If certified by Civil Service, mandatory reemployment list candidates must be considered first for appointment to this title. Please note this will be a competitive appointment. The term non-competitive refers to the appointed candidate not needing to compete in the next holding of the examination.

The minimum qualifications for NCP appointment are:
You must be a qualified employee of the New York State Department of Civil Service and have had one year of permanent, contingent-permanent, or 55bc service as a Human Resources Specialist 1 (Benefits).

Based on the results of the canvass of the current eligible list for the Human Resources Specialist 2 (Benefits) the Department may elect to make a provisional appointment to this position rather than a permanent appointment should the eligible list have less than three candidates interested. If a provisional appointment is made, the appointed candidate will be required to compete in the next holding of the Professional Career Opportunities exam and be reachable for appointment from the newly established eligible list.

The minimum qualifications for Provisional appointment are:
One year of permanent, contingent-permanent, or 55bc service as a Human Resources Specialist 1 (Benefits), Senior Accountant, Senior Auditor, or Auditor 1.

Duties Description Employee Benefits has the lead role for administering the New York State Health Insurance Program (NYSHIP), one of the largest public employer health insurance programs in the nation covering more than 1.2 million lives. This position will play an important role in ensuring the continued success of the comprehensive health insurance programs.

The incumbent of this position will be located in the Program Administration Unit (PAU) and the duties will include, but are not limited to:
• Supervising and training staff on the laws, rules, and regulations of the New York State Health Insurance Program (NYSHIP. Completing all employee performance evaluations, probation reports and development plans
• Managing the workload of the unit, including assigning work identified through enrollee and/or Health Benefits Administrator (HBAs) correspondence, NYBEAS worklists, system reports and queries, and emails. Monitoring staff and tasks to ensure work is completed timely and accurately.
• Assisting with system development, process enhancement and performance monitoring of the NYS Benefit and Accounting System (NYBEAS) and the call center scrip and interactive voice response (IVR)
• Completing and submitting monthly reporting documents, including statistical data, to management by set time frames. Reporting on staff output to upper management
• Completing special projects and duties as assigned
