Minimum Qualifications No exam is required under the New York Hiring for Emergency Limited Placement Statewide (NY HELPS*) Program. Applicants must meet the NON-COMPETITIVE MINIMUM QUALIFICATIONS listed below to qualify for this title.

Current New York State employee with one year or more of permanent, competitive, or 55-b/c service as a Utility Engineering Specialist 1, Grade 18.

Duties Description Utility Engineering Specialists at DPS provide technical expertise on matters involving the planning, design, maintenance, operations, reliability, and expansion of the aforementioned services and their infrastructure in furtherance of achieving the Department’s mission and the State’s Clean Energy Standard mandate of 70 percent renewable energy by 2030.
Utility Engineering Specialists work in various Offices within the Department and are responsible for duties which include, but are not limited to, the following:

• In the Electric Safety and Reliability Section, Utility Engineering Specialists ensure the safety and reliability of New York State’s electric utility service and achievement of the State’s clean energy goals through the development of sound transmission and distribution system planning processes, review of utility investment proposals, and oversight of utility inspection and maintenance efforts.

• In the Environmental Certification and Compliance Section, Utility Engineering Specialists have a critical regulatory role in the review, approval, and compliance enforcement of the State’s large-scale renewable energy program through oversight of the environmental permitting process and construction of electric and gas transmission and electric generation facilities.

• In the Gas System Planning and Reliability Section, Utility Engineering Specialists ensure that the New York State natural gas system is prepared to meet customer demand while achieving the State’s clean energy goals by examining gas industry planning activities, including consideration of alternative solutions such as Utility Thermal Energy Networks.

• In the Pipeline Safety Section, Utility Engineering Specialists ensure the safety and integrity of the State’s intrastate and interstate natural gas, hazardous liquid, and steam pipelines through regular evaluations of pipeline operators for compliance with integrity management and other industry standards, as well as pipeline safety regulations.

Additional Comments About the Department:
The primary mission of the New York State Department of Public Service (DPS or Department) is to ensure affordable, safe, secure, and reliable access to electric, gas, steam, telecommunications, and water services for New York State’s residential and business consumers, at just and reasonable rates, while protecting the natural environment. The Department also seeks to stimulate effective competitive markets for clean, renewable, and distributed energy resources that benefit New York consumers, as well as product and service innovations.

* This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.
At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

Some positions may require travel and as such, it may require that you have a valid license to operate a motor vehicle in New York State or otherwise demonstrate an ability to perform the required field work if public transportation is not available. You will be advised of this further at the employment interview.

Continued employment in the Pipeline Safety Section is dependent upon acquisition of various federally mandated certifications pertaining to pipelines and hazardous materials. Failure to obtain and maintain these certifications may result in termination of employment.

Conviction of a felony or misdemeanor or any falsified or omitted information may bar appointment or result in removal after appointment. Each case is determined on its own merit, consistent with the applicable provisions of State and federal laws.
