Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

Minimum Qualifications:

Either A. a bachelor's degree AND three years of experience performing inspections and/or appraisals of environmental or recreational lands to include writing detailed original appraisal reports or appraisal reviews, leasing, financing of real property with banks, lending institutions, mortgage organizations, or other financial organizations, OR writing detailed original appraisal reports or appraisal reviews in connection land acquisition for a Public land acquisition agencies, utility companies, or Not for Profit conservation organizations;
Or B. a New York State Land Surveyor's license with current registration AND two years of experience performing inspections and/or appraisals of environmental or recreational lands to include writing detailed original appraisal reports or appraisal reviews, leasing, financing of real property with banks, lending institutions, mortgage organizations, or other financial organizations, OR writing detailed original appraisal reports or appraisal reviews in connection land acquisition for a Public land acquisition agencies, utility companies, or Not for Profit conservation organizations.

Reassignment Qualifications: Currently in the title and an employee of DEC

Reinstatement Qualifications: Previously held the title on a permanent competitive basis.

70.1 Transfer Qualifications: One year of permanent, contingent-permanent, or 55 B/C service as a Real Estate Specialist 2 or Real Property Analyst 2

Duties Description The incumbent will direct and manage the land acquisition program of the NYSDEC Region 7 Real Property unit. Work will include maintenance of regional land records, contract administration, and coordination of property acquisition in a geographic area, including communication with program staff and landowners, negotiations with sellers, appraisal and survey of lands to be acquired (if necessary), and resolution of title issues. Will be required to supervise Real Property staff and review work of subordinates to ensure standards and procedures are followed. Will be required to communicate clearly via telephone, written correspondence and in person to agency staff, peers in other State Agencies, as well as the public and private sector. Must possess computer skills and be able to use software provided by the department. Must work with all regional programs when real property expertise is needed, including trespass and occupancy cases.

Additional Comments Must have a valid driver’s license or demonstrate the ability to meet the transportation needs of the position. Must be able to negotiate difficult terrain. Must be able to work in remote areas. Travel may be required. Telecommuting may be available, will be discussed at interview.

The incumbent of this position will shadow the current Real Estate Specialist 2 (Conservation). This is a six-month temporary budgeted item with the likelihood of leading to a permanent position. Details will be discussed at the interview.
