For appointment to the Business Systems Analyst Trainee 1 (Payroll Systems), you must have:
• A bachelor's or higher degree.
For appointment to the Business Systems Analyst Trainee 2 (Payroll Systems), you must have:
All requirements for appointment to Business Systems Analyst Trainee 1 (Payroll Systems) AND
• One year of business analysis experience in a largescale automated system such as a customized Oracle People Soft application, performing the following: Eliciting requirements as the foundation for the solution to the organization's business needs; Identifying solutions aimed at improving the efficiency and effectiveness of the system, business process, or product/service to fulfill the business requirements; Describing in a written document what the system, process, or product service must do in order to satisfy the established business requirements; Validating requirements throughout the product/system development life cycle (SDLC); And developing test plans/scenarios and logical designs, testing the scenarios, reviewing test results, identifying constraints and risks, and/or communicating with stakeholders.
OR
• a Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.
For appointment to the Business Systems Analyst 1 (Payroll Systems) (full journey level), you must have:

Competitive Minimum Qualifications:
You must be currently reachable on the appropriate eligible list for this title, eligible under the 55 b/c program, or eligible to transfer to this title under Section 52.6 or 70.4 of the Civil Service Law.

For 52.6 or 70.4 transfer to a Business Systems Analyst 1 (Payroll Systems), salary grade (SG)-18, you must have one year of permanent competitive, or 55-b/55-c service in an approved title for transfer allocated to an SG-16 or above. SG-12 or above for a Trainee 1, SG-14 or above for a Trainee 2, depending on qualifications.

Appointments via transfer must not result in a second, consecutive transfer with an advancement of more than two S-grades or one M-grade.

• Defines the business needs driving the need for a project.
• Assesses capability gaps of existing solutions.
• Defines the business case for a new/modified solution.
• Assesses organizational readiness to implement a new/modified solution.
• Defines transition requirements to implement a new/modified solution.
Solution Validation (Testing):
• Validates that solutions meet business needs (by developing test data and scenarios, testing system functions, and documenting results).
• Evaluates solution performance against business goals and objectives.
Business Analysis Planning & Monitoring:
• Conducts stakeholder analyses.
• Assists in planning BA activities.
Requirements Elicitation:
• Prepares for elicitation activities.

Participate in development of a variety payroll projects that include tax re-engineering, Earnings Audit and Deductions and worker’s compensation.
• Assist in the development procedures and documentation surrounding Payroll’s new E-Pay online service system.
• Analyze and research other state’s protocol’s surrounding security, user life cycle and user management.

Additional Comments Knowledge, Skills, Abilities:
Business Analysis:
• Preferred – demonstrated experience in requirements gathering, analysis, modeling, communication, specification, and implementation.
• Preferred – demonstrated knowledge of Oracle/PeopleSoft products.
• Preferred – demonstrated knowledge of payroll systems – preferably in the functional areas in use at OSC such as PayServ.

• Knowledge of payroll processing, including deductions, tax, earnings, and worker’s compensation.
Telecommuting:
The Office of the New York State Comptroller (OSC) supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs. Generally, employees new to OSC will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee’s duties and work performance are aligned with telecommuting they may be allowed to do so. Upon approval to telecommute, OSC employees may telecommute up to 5 days per pay period.
