This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.
At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

Duties Description The incumbent will be responsible for conducting inspections and monitoring activities at solid waste management facilities to ensure compliance with applicable regulations. Specific duties will include evaluating permit and registration applications to determine compliance with regulatory and technical standards; working with regional permitting staff to prepare comments for transmittal to applicants; processing registration applications and maintain facility information using the division's solid waste information management system (SWIMS); analyzing monitoring data in order to evaluate the environmental impacts of active and inactive facilities; working with facility owners, consultants, and department staff to develop solutions to operational issues; providing outreach and technical assistance to the regulated community, with a focus on regulatory compliance and environmental sustainability; responding to and investigating complaints and inquiries from the general public and department staff; performing compliance inspections of various regulated facilities and activities; preparing inspection reports and communicating inspection results to facility representatives; initiating formal enforcement actions when appropriate, providing technical support to Region 4 legal and law enforcement staff; and preparing and presenting results of analyses, inspections, and research assignments to managers and other department staff.
Essential Functions:
Must be competent with Microsoft Excel, Word and Power Point. Must be able to manage multiple projects and work both independently and in a team environment. Must be able to read and interpret regulations, technical documents and engineering plans. Must have strong verbal and written communication skills. Must be able to interact effectively and professionally with other department staff and the general public.

Additional Comments Must have a valid driver’s license or demonstrate the ability to meet the transportation needs of the position. Must be able to negotiate difficult terrain Must be able to work in remote areas. Must be able to work in adverse weather conditions. Travel may be required. Overnight travel may be required. Telecommuting may be available, will be discussed at interview.
