Minimum Qualifications Education Level required: bachelor’s degree; master’s degree preferred

Experience and Knowledge:
o 5+ years of relevant full-time professional experience.
o Knowledge of economic development-related fields such as tax policy, economic incentives (loans, grants, tax credits), workforce development, public-private partnerships, research and development, commercialization and/or business marketing.
o Preferred: Familiarity with New York State government policies and programs and/or experience working within State government including State agencies and/or the New York State Legislature.

BASIC FUNCTION:
Under the direction of the SVP of Policy, Legislative Affairs and Green Initiatives, lead coordination of agency policy development and support agency policy implementation.

WORK PERFORMED:
• Lead agency coordination of State of the State, Budget and other policy development processes, including by performing policy analyses, developing new policies and preparing recommendations for legislative, budgetary, and/or administrative actions.
• Support and oversee the implementation of State of the State proposals, budget initiatives and other special projects by ESD departments as assigned.
• Provide guidance and support on ad hoc policy issues, including interagency or Chamber-led policy initiatives, press inquiries, or Federal actions, while coordinating with relevant departments/offices of ESD, and other public and private sector stakeholders.
• Oversee and undertake special projects or initiatives as needed.
