Minimum Qualifications You must be currently reachable on the appropriate eligible list for this title or eligible to transfer to this title under Section 52.6 of the Civil Service Law.

Transfer:
For 52.6 transfer to a Human Resources Specialist 2, salary grade (SG)-23, you must have one year of permanent competitive, or 55-b/55-c service in an approved title for transfer allocated to an SG-21 or above.

Duties Description • As assigned, supervises the administration of a number of tasks pertaining to Personnel Services which includes the following:
o Supervises the preparation of personnel transactions in accordance with Civil Service Law, State Finance Law and applicable rules, regulations, and directives.
o Reviews and processes probation terminations and extensions
o Confers with program managers, other agency administrators and Civil Service representatives to resolve questions relating to the transfer or reinstatement of individual employees.
o Maintains liaison with program managers to ascertain current and projected personnel support requirements.
o Advises program managers, supervisors and individual employees on applicable laws, rules, or negotiated agreements which affect the appointment, promotion, or salary of employees.
o Serves as back-up to the Human Resource Specialist 1’s in their absence.
• Oversees the administration of probation, traineeships, and performance evaluations.
o Ensures probations reports are sent, tracked, and entered timely and accurately for interim and final probation and trainee reports using HRIS, NYSTEP, Word and Lotus Notes
o Reviews traineeship plans to ensure consistency with C&C established trainee plans and duties.
o Reviews probation plans/expectations and performance evaluation tasks/objectives/standards to identify potential problems and ensure consistency with duties established for each position.
o Provides recommendations and feedback on writing expectations, below standard evaluation plans and performance improvement plans.
o Advises staff, program managers, supervisors and individual employees on applicable laws, rules, or negotiated agreements which affect probation extensions, second probations, and terminations.
• May assist in planning organizational recruitment program.
o Finalize and approve advertisements, postings, and recruitment materials and recommend appropriate media to ensure a viable candidate pool of well-qualified, diverse individuals in order to meet the agency’s hiring needs.
o Identify new recruitment sources, including researching and recommending appropriate social media.
• May assist in participating in agency general examination planning:
o Meets with program and human resources managers to develop agency examination plan for submission to the Department of Civil Service.
o Participates in scope conferences to support agency examination plan.
o Assists the Department of Civil Service in securing subject matter experts, as needed.
o Reviews tentative examination announcements, proposing changes as necessary.
o Contacts the Department of Civil Service to resolve outstanding agency examination needs.
o Assists agency staff with filing for examinations, as necessary.
o Reviews status of available eligible lists, current examination schedules, and existing and anticipated personnel requirements, to identify critical examination considerations. Confers with agency program managers and Department of Civil Service representatives on possible actions in resolving critical needs, such as spot recruitment or accelerated examinations.
• Management of the Employee Benefits Unit:
o Oversees the timely and accurate processing of employees’ benefit transactions.
o Oversees times and accurate processing of leave, separation, and reinstatement transactions.
o Management of the following benefit programs:
o Family & Medical Leave Act (FMLA)
o Workers’ Compensation
o Medical & Child Care Leave
o Military Leave
o Probationary Leave
o Discretionary Leave
o Commission Leave
o Income Protection Plan (IPP)
o Productivity Enhancement Program (PEP)
o HI Open Enrollment
o Health Insurances Opt Out
o Survivor Benefits
o Directs and implements new programs or changes to current benefit programs.
o Determines process improvement and develops documentation of business processes.
o Coordination of Employee death (in service) process.
o Coordination of Retirement consultation and processing.
o Administration and Analysis of Employee Exit Survey.
o Liaise with OSC nurse on employee health and safety issues.
o Management of confidential medical documentation.
o Management of Health Benefit and Leave Benefit programs communications.
o Oversees the inventory of benefits documentation.
o Analysis of Time & Attendance data for determination of possible medical/FMLA eligibility or status.
o Represents OSC on the Personnel council Health Benefits Sub-Committee.
o Represents OHR on the OSC Health & Safety Committee.
o Oversees the timely and accurate processing of biweekly time sheets.
o Management of the following programs:
o Voluntary Reduction in work Schedule (VRWS)
o Donated Leave
o Alternate Work Schedule
o Telecommuting
o Excused Leave
o Consults with agency managers regarding employee’s attendance and leave issues.
o Liaises with Labor Relations Unit regarding poor attendance issues.
o Oversees the processing of employee absence payroll deductions.
o Oversees the adherence of individual employee time restrictions.
o Manages the implementation of medical work restrictions.
o Directs and implements new programs or changes to current time and attendance programs.
o Determines process improvements and develops documentation of business processes.
o Management of Employee Benefits programs communications.
• Systems Application Support:
o Participates in determination of system modifications.
o Participates in testing of modified or new applications.
• Supervises one or more employees:
o Monitor staff daily as to adherence to policies regarding time and attendance, as well as internet, e-mail, and phone usage.
o Ensure that Civil Service and Departmental personnel policies and procedures are followed.
o Encourage employees’ good performance, providing leadership and direction by utilizing supervisory tools such as coaching, counseling, mentoring, and training.
o Establishes schedules and deadlines for completion of work.
• Works on special projects as assigned.

Telecommuting:
The Office of the New York State Comptroller (OSC) supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs. Generally, employees new to OSC will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee’s duties and work performance are aligned with telecommuting they may be allowed to do so. Upon approval to telecommute, OSC employees may telecommute up to 5 days per pay period.
