Minimum Qualifications Minimum Qualifications:

Permanent Qualification: Candidates must currently be a permanent Accountant Aide

OR

Eligible List Appointment: Reachable for appointment from the current Accountant Aide eligible list #00-472 or #26-820. If you are on the Civil Service eligible list for this title, you may receive a canvass letter. You must complete and return it as instructed on the letter.

Transfer Qualification:
Candidates must be a current New York State employee eligible for transfer via Section 70.1 of the Civil Service Law. Criteria includes: you must have one year of permanent competitive or 55b/c service in a title eligible for transfer under Section 70.1 of the law; or 55b/c service in a position allocated to a Grade 7 and above and eligible for transfer under Section 70.1 of the Civil Service Law to Accountant Aide Trainee 1.* All transfer candidates MUST possess six credit hours in accounting, auditing, or taxation courses.

*Note: Appointment may be made at a traineeship level. A two-year traineeship (Accountant Aide Trainee 1, NS=Grade 9 & Accountant Aide Trainee 2, NS=Grade 11) leading to Accountant Aide, Grade 13.

Some titles may require special criteria for transfer including the completion of 6 semester credit hours in accounting, auditing, or taxation courses for Trainee 1; 9 credit hours for Trainee 2; and 12 credit hours for Accountant Aide.

Candidates with at least one year of permanent competitive service in a title allocated to SG-7 or higher who have standing on the Accountant Aide eligible lists and who meet the following criteria may be eligible for transfer under the provisions of Section 70.4 of the Civil Service Law: six semester credit hours of accounting, auditing, or taxation courses* AND

Either 1. one year of full-time experience gathering, preparing and updating financial data, financial reports, and records;

Or 2. one year of full-time experience reconciling accounts and data, reviewing accounting and auditing reports, and verifying accuracy of calculations, balances, and supporting documentation;

Or 3. one year of full-time experience assisting accountants or auditors conducting financial and program audits by counting, verifying, and reconciling inventory and cash on hand, determining and verifying the accuracy and propriety of transactions, records, reports, and statements.

The salary range identified above applies to candidates appointed to Accountant Aide, SG-13. The hiring rate for candidates appointed to Accountant Aide Trainee starts at $38,383 and is based on the candidate's salary at the time of hire. Candidates hired into the Traineeship will be advanced to Accountant Aide upon the successful completion of a two-year traineeship.

Traineeships:
The eligible list resulting from this open-competitive examination will be used to fill two -year traineeships leading to Accountant Aide G-13.
Upon successful completion of the 12-month training as an Accountant Aide Trainee 1, you will automatically advance to Accountant Aide Trainee 2 at a salary of $42,883. Upon satisfactory completion of the 12-month training as an Accountant Aide Trainee 2, you will be advanced to the full title of Accountant Aide, without further examination, at a salary of $47,925.
An appointee’s performance in the trainee position and in prescribed training and development programs will be observed and evaluated. The prescribed training and development program will include extensive on the job training and carefully designed and monitored work experience. In addition to the six credit hours REQUIRED in accounting, auditing, or taxation courses. You MUST have an additional six credit hours in accounting, auditing, or taxation (for a total of 12 credit hours) in order to complete this traineeship. An appointee not meeting required standards can be terminated at any time after the initial eight weeks and before completion of the traineeship.

Advanced Placement: Appointees to these positions will serve a two-year traineeship. However, if you have 18 months of full-time experience as described above AND nine semester credit hours of accounting, auditing, or taxation courses, you may be appointed directly to the Trainee 2 Level, reducing the length of the traineeship by one year. If you have two years of full-time experience as described above AND 12 semester credit hours of accounting, auditing, or taxation courses, you may be appointed directly to the journey level. You must inform the Appointing Authority of this experience and education at time of interview. Advanced Placement appointments are at the discretion of the hiring agency.


Conditions of Employment:

Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Verification of work experience and/or completed coursework will be required for all candidates at the time of interview.

This position may be filled as a traineeship. The starting salaries for this position are outlined below. For current New York State employees, salary is based on the candidate’s salary at the time of hire. Candidates appointed at the trainee level will be required to successfully complete the traineeship to advance to the full performance level title and salary.

• $42,883 (Trainee 2- NS equated to SG-11)
• $47,925 (Full Performance level SG-13)

This position leads to a maximum salary of $61,330 based on annual performance advances and traineeship advances.

NY HELPS: This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

Duties Description Under the direct supervision of the Director of Charitable Gaming, this position is responsible for assisting with the monitoring of compliance with financial reporting requirements by charitable gaming licensees. Specific duties include, but are not limited to the following:
• Run reports and generate billing and delinquency notices to licensees monthly or as required
• Tracks and monitors compliance with billing and delinquency notices
• Assist with and monitor the daily data entry of checks and reports received from charitable gaming licensees

• Assist with the processing of insufficient funds requests

• Reconciles Division bank account deposits and expenditures
• Maintain licensed supplier quarterly sales data and generate reports for annual license fee reconciliation
• Gathers, reviews, and evaluates information required for audit of financial operations by licensees
• Maintain spreadsheets and database to provide analytic information to ensure accurate and timely information is readily available.
• Assist municipal clerks statewide with licensing requirements pursuant to applicable statutes and regulations
• Provide financial assistance to licensees in order to reconcile gaming books and records
• Review license forms and applications and make appropriate determinations
• Provide written responses to correspondence regarding the charitable gaming program
• Compile Division financial data for required annual reporting
• Assist program with annual internal controls testing
• Perform other duties assigned

Additional Comments Appointment will be contingent upon completion of a fingerprint background check before an official appointment offer can be made.
