Duties Description Procurement and Expenditures: Responsible for review/certification and processing of all Regional procurements and expenditures while ensuring compliance with all State, DOT, OSC, and OGS policies and procedures; maintain Regional purchasing/expenditure files and participates in audits by DOT and OSC as required. Initiate and/or approve all purchases associated with the Regional Administrative/Personnel and Training offices; monitors funding levels and ensures all procurement and expenditures (including P-Card) are processed timely and accurately. Act as the POC for all SFS related matters. Assist with SFS transaction processing or errors for entering, approving, processing, or inquiring on a transaction. Run various reports for match exceptions, invoices awaiting action, pcard and travel card aging reports, and mileage reports; process pesticide certification renewals.
Travel Liaison: Act as liaison with MO Travel Unit/employees/managers and provide assistance regarding travel policies/procedures/travel cards and expense report processing.
Revenue: Responsible for all aspects of the Region 7 Revenue Program-receive monies/checks for spec/supplemental sales, accident damage recovery claims, special hauling and highway work permits and record in revenue account; process check deposits and transmit all revenue reports to Main Office.
Miscellaneous Functions: Inventory control/records management; Capital/Fixed/Intangible Asset reporting; grants; surplus property functions, assist ASD with lease/facility issues as needed.
Supervision: Responsible for supervision of clerical staff assigned to Purchasing and Office Services Unit to include: work scheduling; ensuring efficient use of staff’s time in completing assigned tasks; providing staff training/resources necessary to complete their work; monitor time and attendance and effectively deal with issues as they arise; review and evaluate employee performance; develop succession plans for all positions to ensure continuity of operations.
Additional Comments Responsibilities may include serving a role within the Incident Command System to support the department's response to regional and statewide emergency situations.
