Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). HELPS Program titles may be filled via a noncompetitive
appointment. This means that you do not need to take an exam to qualify, but you do need to meet the minimum qualifications of the title.

If you are hired under the HELPS Program, you will be first be appointed as a temporary employee. In May 2024, if you are performing successfully in the position, your appointment will be changed from temporary to permanent non-competitive. Once you are in permanent status, your official probationary period will begin and you may take any promotion exam for which you are qualified.
At a future date (within one year of permanent appointment), employees hired under NY HELPS are expected to have their permanent non-competitive
employment status converted to permanent competitive status. You will not have to take an exam to gain permanent competitive status.

The position may be filled at the Business Systems Analyst Trainee 1 level equated to SG-13, $49,363, Business Systems Analyst Trainee 2 level equated to SG-14, $52,198, or full performance Business Systems Analyst 1 SG-18, $65,001, based on education and experience. Candidates hired at the trainee level will be advanced to the full performance Business Systems Analyst 1, SG-18 following the successful completion of the traineeship.

NON-COMPETITIVE MINIMUM QUALIFICATIONS:

Business Systems Analyst Trainee 1: A bachelor's or higher degree.

Business Systems Analyst Trainee 2: A bachelor's degree and one year of professional experience as described below OR a JD or Master’s degree in a related field.

Business Systems Analyst 1: A bachelor's degree and two years of professional experience as described below OR a JD or Master’s degree in a related field and one year of professional experience as described below.

Qualifying experience includes: Business analysis experience, which includes: eliciting requirements as the foundation for the solution to the organization's business needs; identifying solutions aimed at improving the efficiency and effectiveness of the system, business process, or product/service to fulfill the business requirements; describing in a written document what the system, process, or product service must do in order to satisfy the established business requirements; validating requirements throughout the product/system development life cycle (SDLC)

COMPETITIVE QUALIFICATIONS:
Current Department of Health (DOH) employee with permanent or contingent-permanent status as a Business Systems Analyst 1 (Health); OR current NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title eligible to transfer under Section 52.6, Section 70.1, or Section 70.4 of the Civil Service Law to a Business Systems Analyst 1 (Health). Preferred Qualifications: Demonstrated knowledge of business analysis methodologies (e.g., business process flows, fit-gap analyses, or functional designs) to elicit requirements from Stakeholders. Proficiency in Microsoft Suite, including Visio, and Project. Familiarity with the Business Analysis Body of Knowledge (BABOK) and the Project Management Body of Knowledge (PMBOK). Demonstrated knowledge of both the Agile and Waterfall System Development Life Cycles (SDLC).

Duties Description The incumbent will participate in gathering and documenting requirements for the systems within OHIP DOS, specifically the Medicaid Management Information System (MMIS). They will be responsible for producing high quality Business Analyst artifacts. Other tasks include but are not limited to, reviewing project artifacts, reviewing design documentation and participating in User Acceptance Testing.

The BSA1 will be responsible for creating Business Process Flows and following Evolution Projects throughout the Systems Development Life Cycle (SDLC) while using industry standard business analyst techniques. The incumbent will also participate in Agile Scrum Teams and work closely with vendors to ensure Evolution work is completed both timely and efficiently.

Incumbent must be able to interpret policy and ensure compliance with all state and federal regulations and determine necessary system functionality changes to meet evolving needs. The MMIS EPMO team is responsible for millions of dollars in systems evolution work. The BSA1 must be able to monitor scope of projects, hold vendors accountable, and ensure appropriate billing.
