Minimum Qualifications MINIMUM QUALIFICATIONS
The position may be filled at the Human Resources Specialist Trainee 1 level equated to SG-13, Human Resources Specialist Trainee 2 level equated to SG-14, or full performance Human Resources Specialist 1 SG-18 based on education and experience. Candidates hired at the trainee level will be advanced to the full performance Human Resources Specialist 1 SG-18 following the successful completion of the traineeship.

Either 1. A bachelor's or higher degree AND two years of professional human resources experience. OR;

Duties Description Candidate starts the traineeship at a grade 13 level, advancing to a grade 14 after the successful completion of one year and grade 18 after successful completion of two years. Candidates should have skills for independent organization and multi-tasking. Computer skills and organization are a must. This position requires the ability to drive from one location to another.
POSITION DESCRIPTION:
Position will report directly to the Human Resources Specialist 2. The Human Resources Office is responsible for, and committed to, ensuring the highest level of professional services and support to a variety of customers. This DDSO employs nearly 1,500 people and the ultimate goal is to ensure the best possible qualify services are offered to people receiving services. We are guided in our interactions with the people we serve and each other by compassion, dignity, diversity, excellence, and honesty. Human Resources Specialists perform and supervise the performance of various human resources activities such as staffing services, which consist of recruitment, examination, and placement activities; position classification and compensation; and employee services such as benefits, health and safety, labor relations, evaluations, training, employee counseling, and employee recognition to build and maintain a workforce that is effective in accomplishing OPWDD’s mission and goals within the framework of the merit system. The incumbent will be involved in activities related to that of a Human Resources Specialist 1 and these activities will ultimately involve all aspects of the Human Resources Office operations including but not limited to the following:

• Under the supervision of the Human Resources Specialist 2, the incumbent will serve as a member of the Hiring and Recruiting Team. These activities will ultimately involve all aspects of recruitment including but not limited to the following:
o Identifies staffing needs, confers with Operations Managers, Department Heads, and Program Coordinators to ensure timely filling of vacancies; creates internal job postings and/or sends for appropriate lists; schedules and participates in the interview process; processes personnel transactions needed within specific deadlines, and assures all internal and external control agency clearances are met.
o Drafts advertisements and selects appropriate media to recruit potential candidates.
o Establishes and maintains a working relationship with potential recruitment sources such as high schools, vocational schools, colleges, and professional organizations.
o Attends career fairs and other recruitment events to identify candidates for position vacancies.
o Corresponds or meets with potential applicants to address questions and inquiries regarding job opportunities.
o The incumbent will work in concert with the various control agencies including the Department of Civil Service, Audit and Control, Division of the Budget, OPWDD Central Office, and Employee Relations Office.
o Other Duties as assigned.

Additional Comments NY HELPS

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). HELPS Program titles may be filled via a non-competitive appointment. This means that you do not need to take an exam to qualify, but you do need to meet the minimum qualifications of the title.

If you are hired under the HELPS Program, you will be first be appointed as a temporary employee. In May 2024, if you are performing successfully in the position, your appointment will be changed from temporary to permanent non-competitive. Once you are in permanent status, your official probationary period will begin, and you may take any promotion exam for which you are qualified.

At a future date (within one year of permanent appointment), employees hired under NY HELPS are expected to have their permanent non-competitive employment status converted to permanent competitive status. You will not have to take an exam to gain permanent competitive status.

If you are currently a New York State employee serving in a permanent competitive qualifying title and eligible for a transfer via Section 70.1 of the Civil Service Law, you may be appointed to this title as a permanent competitive employee.
