Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

A bachelor's or higher degree.
COMPETITIVE MINIMUM QUALIFICATIONS:
Must be reachable on the New York State Civil Service eligible list.
70.1 TRANSFER QUALIFICATIONS:
One year of permanent or contingent permanent in an eligible title for transfer determined to be similar by Civil Service. For transfers, a list of approved titles is available through Civil Service GOT-IT at https://careermobilityoffice.cs.ny.gov/cmo/gotit/. The GOT-IT site will inform you if your title is transferrable.

Duties Description •Conduct Quality Checks - In-Process Site Inspections
•Conduct Quality Checks - Post-Work - Office / Site Inspection
•Ensure Program or Project Compliance
•Evaluate installed measures against the NYS WAP field guide, Standard Work Specifications and NYS/local codes
•Annually evaluate WAP subgrantees utilizing field site visit report data
•Perform Site visits (BPI Quality Control Inspection certification) on at least 10% of presented units.
•Interview a member of the assisted household, to ask about their experience with the work and whether they have noticed any changes in comfort or energy costs.
•Review of current projects, files and records for completeness prior to certification; all necessary and required documentation must be present, in addition to meeting work quality requirements, for final certification
•Ensure applicants are being selected in accordance with subgrantee written policy and with State and Federal rules.
•Ensure energy audits are performed correctly, that proposed work scope measures are selected based on SIR priority, that the recommended work scopes correspond to audit findings and correctly prioritize measures
• Ensure that the subgrantee is correctly identifying H&S issues, and that applicants and owners are properly notified of any H&S concerns via program H&S notification document.
• Ensure that measures and materials specified in the work scope are installed and that proper documentation is on file to support all work performed.
• Ensure that work is being performed in a high-quality manner in accordance with Standard Work Specifications, local codes, and any other applicable State and Federal requirements.
• Examination of Applicant Files for program compliance
• Verify that all required information in the Weatherization Data Collection and Reporting Database was properly entered.
• Attend available training from WAP TA unit or providers to remain current on program requirements, policies, and techniques
• Other duties as assigned
