Minimum Qualifications Current New York State Department of Health employee with permanent or contingent-permanent status as a Health Program Administrator 1, Grade 23.

OR: New York State employee with one year of permanent or contingent-permanent service in a title eligible for transfer to Health Program Administrator 1, Grade 23, under Section 52.6 or 70.1 of the Civil Service Law.

Preferred Qualifications: The preferred candidate will have experience in computer system development and maintenance, project management and/or business analysis, and professional work experience in a large, multi-faceted public health program. They will have excellent organizational skills and strong written and verbal communication skills.

Duties Description The Special Supplemental Nutrition Program for Women, Infants and Children (WIC) offers nutrition education, breastfeeding support, referrals, and a variety of nutritious foods to low-income pregnant, breastfeeding, or postpartum women, infants, and children up to age five to promote and support good health. The Information Systems Management Section is responsible for the management of systems related to WIC.

The Health Program Administrator (HPA) 1 is responsible for management and oversight to several systems and functions, including: New York State WIC (NYWIC) and WIC DataMart change request coordination; tracking requests, priority, and timelines for implementation; reviewing systems deliverables to coordinate approval; and other tasks as needed to ensure systems support. This position provides customer support and liaison activities with various New York State agencies and departments, New York State Department of Health contracted vendors, and other bureaus, sections, and teams within the Division of Nutrition.

Additional activities include participating or leading workgroups, developing/revising policies and procedures to comply with system changes, supervising professional and para-professional staff, and preparing written and verbal communications for WIC local agency and Department of Health staff. Written materials may include memos, training material, and PowerPoint presentations. Verbal communication may include technical assistance and conducting presentations. This position will supervise staff.
