For 52.6 transfer to a(n) Project Manager 3, salary grade (SG)-25, you must have one year of permanent competitive, or 55-b/55-c service in an approved title for transfer allocated to an SG-23 or above.

Duties Description • Manage a Project Portfolio for multiple projects supporting the NYSLRS Bureaus.
• Facilitate and lead Bureau Portfolio Review Boards that prioritize work efforts and provide direction for the NYSLRS operational support bureaus.
• Prepare reports and project updates for Division Governance Board meetings and OSC Executive Leadership.
• Coordinate with Bureau Directors to verify staffing plans and resources.
• Manage a team of project managers including both state and contractor staff.
• Lead project teams to ensure that all assigned projects are delivered on time, in scope, and within budget.
• Act as escalation path for any issues; assist in resolving project issues and determine remediation.
• Recommend and implement process improvement opportunities for the project team and overall projects.
• Utilize industry best practices, techniques, and standards throughout the entire project life cycle.
• Actively analyze and manage interdependencies between integration of project plans and processes.
• Direct and manage the work defined in the project management plans.
• Track, review, update, and report progress of the project objectives.
• Review change requests, approve/reject change requests, manage the impact of change requests, and communicate decisions.
• Define scope including identifying and clarifying the business need, define project goals, identify what is in and what is out of scope, critical success factors, project constraints, and key deliverables.
• Develop a project schedule using MS Project including defining tasks, identifying dependencies, assign resources, estimate effort, identify critical path, and control schedule.
• Create a plan for cost management and control costs.
• Manage communications to ensure that everyone involved and interested in the project is kept informed.
• Perform risk management throughout the project lifecycle to minimize impact to the project and escalate to management as appropriate.
• Review deliverables, document project closure, transition to operations, and archive project records for use on future projects.
• Attend appropriate courses, conferences, forums, and webinars to advance knowledge and understanding in project management tools and techniques and learn about best practices, including the agile methodology.
• Keep abreast of developments in the Project Management Institute (PMI) and Project Management Book of Knowledge (PMBOK).
• Supervision of Project Manager 2 (SG-23):
o Assist staff with developing and understanding performance expectations and goals.
o Assist with setting training goals and aid in ensuring that staff receive the training necessary to further develop their project management knowledge and soft skills.
o Provide coaching, mentoring, and guidance around project management and facilitation skills.
o Provide guidance and direction in Project Manager 2’s development.
o Ensure that Project Managers are aware of and adhere to the organization’s policies and procedures.
o Manage staff head count with interviewing, hiring, onboarding, and separating staff.
o Manage/allocate staff workload and identify priorities and assign work as necessary.
o Inform staff of and where they can find the organization’s policies and procedures.
o Identify opportunities for knowledge and skills development. Encourage, motivate, and guide in learning and improving processes.
• Provide real-time feedback on staff performance.

Additional Comments Desired Competencies
• Experience managing projects with the use of a formal methodology.
• Possesses solid understanding of project management methods, methodologies, frameworks, terminology, and processes.
• Experience managing projects in OSC and/or NYS government.
• A problem solver, demonstrating the ability to work with others to analyze problems quickly and develop the best solution.
• Knowledge of the NYS Procurement process and policies, SFS, SLMS, and Survey Monkey survey development software.
• Solid business skills including coaching, teambuilding, negotiating and facilitating.
• Guides, inspires, and motivates team members and other project stakeholders to manage and overcome issues to effectively achieve project objectives.
• Good organizational skills, and able to set priorities when working on multiple tasks.
• Excellent interpersonal and communication (written and oral) skills (ability to have fun while getting results).
• The ability to be flexible, to adapt to change, and work well in a fast paced, participative, deadline-oriented environment with diverse assignments.
• Project management training, preferably certified by the Project Management Institute (PMI), and professional certification through the PMI.
• Proficient in Office 365 (Outlook, Word, Excel, PowerPoint); experience with Microsoft Teams.

Telecommuting:
The Office of the New York State Comptroller (OSC) supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs. Generally, employees new to OSC will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee’s duties and work performance are aligned with telecommuting they may be allowed to do so. Upon approval to telecommute, OSC employees may telecommute up to 5 days per pay period.
