Minimum Qualifications 52.6 TRANSFER QUALIFICATIONS:
One year of permanent, contingent-permanent, or 55 B/C service allocated to a SG 33/M-5 or higher eligible for transfer and determined to be administrative by Civil Service.

Note: Consecutive transfers cannot result in an increase of more than one M-grade or two salary grades.

NON COMPETITVE PROMOTON (NCP) QUALIFICATIONS:
The Department of Civil Service is considering making a request to the Department of Civil Service to hold a non-competitive promotion examination for the above title in accordance with Section 52.7 of the Civil Service Law if three or fewer interested promotional candidates respond to this notice. Before submitting such a request, we must ascertain if anyone meeting the minimum qualifications is interested in competing in a promotional examination for the above title and if they would accept appointment if offered. To qualify, you must be a current Department of Civil Service employee. If certified by Civil Service, mandatory reemployment list candidates must be considered first for appointment to this title. Please note this will be a competitive appointment. The term non-competitive refers to the appointed candidate not needing to compete in the next holding of the examination.

The minimum qualifications for NCP appointment are:

One year of permanent, contingent permanent, or 55 B/C service as an Assistant Director Staffing Services.

PROVISIONAL QUALIFICATIONS:
Since there is no current eligible list for the Director, Staffing Services, the Department may elect to make a provisional appointment to this position rather than a permanent appointment. If a provisional appointment is made, the appointed candidate will be required to compete in the next holding of the Director, Staffing Service exam and be reachable for appointment from the newly established eligible list.

Duties Description The Staffing Services Division is responsible for assisting State agencies with staffing New York State partner agencies. To better serve our partner agencies and make examinations more accessible and convenient for all, the Department is implementing a new examination model known as continuous recruitment testing that will offer testing on a continuous basis with examinations held via a hybrid of online training and experience exams, multiple-choice exams via remote proctoring (online), and in state operated computer-based testing centers and this position will help play an important role in ensuring the success of this new approach to examinations.

Reporting to the Deputy Commissioner for Merit System Operations, the Director of Staffing Services is responsible for assisting New York State agencies with staffing the state service. Duties associated with this include but are not limited to the following:

• Providing guidance and support to Staffing Services Division Assistant Director’s on the day-to-day management of the Staffing Services Division.
• Guiding Division leadership on the development, implementation, and communication of staffing policies, practices, and programs affecting agencies, employees, and jobseekers.
• Providing guidance and leadership on the Division’s activities to design, implement, and support the Department of Civil Service modernization initiatives.
• Representing the Department and Division on high profile workforce assignments involving client agencies, Division of the Budget, Governor’s Office of Employee Relations, and the Executive Chamber; and at meetings, conferences, seminars, and other events related to the Department’s mission.
• Ensuring staff are providing merit-based advice and technical guidance to State agencies based on Civil Service Law, policy, and practices.
• Collaborating with the other core merit system Divisions and Counsel’s Office to develop and draft Departmental legislative proposals and review other legislative proposals that may impact the Department.
• Reviewing recommendations to the Civil Service Commission on requests for reinstatement of employees, retroactive appointments, and reemployment of retirees.
• Overseeing staff of the Career Mobility Office in managing continuity of employment efforts for employees impacted by workforce realignments through consolidation, merger, or transfer of function.
• Overseeing staff in the provision of professional development opportunities and training to agency Human Resource Professionals through the New York State Civil Service Institute.
• Overseeing the administration of specialized employment programs, including the Professional Career Opportunities Program, New New York Leaders: Student Internship Program, and the Veterans Temporary Hiring Program.
• Overseeing New York State’s Attendance and Leave staff in the provision of technical assistance to employees and agencies on attendance and leave rules and provisions in negotiated agreements.
