Minimum Qualifications Current Department of Health (DOH) employee with permanent or contingent-permanent status as a Business Systems Analyst 3 (Health), G-25; OR current NYS employee with one year or more of permanent or contingent-permanent service in a title at or above G-23 and eligible to transfer under Section 52.6 of the Civil Service Law. Preferred Qualifications: • Demonstrated knowledge and experience with business analysis standards as defined in the Business Analysis Body of Knowledge (BABOK)
• Demonstrated knowledge of Business Architectue tools, e.g., iServer
• Demonstrated experience with requirement management tools, e.g, Blueprint, DOORS, etc.
• Possesses IIBA certification such as a CCBA or CBAP
• Demonstrates excellent verbal and written communication skills

Duties Description Reporting to the Director of the Project Management Office, the incumbent will be responsible for reviewing all project related materials, providing direction, reviewing, and assigning resources to projects to ensure proper analysis to provide recommendations to ensure positive system outcomes. The incumbent will engage in enterprise business intelligence, promote data analysis organizational maturity by developing, communicating, and maintaining the data analysis methodology and standards to promote a consistent approach for the enterprise. The incumbent may work independently on business analysis projects requiring specialized skills and application of a broad range of tools and techniques across the major business analysis knowledge areas. Specific duties include:

• Supervising Business Systems Analysts and other contract staff, including consultants and teams comprised of subject matter experts;
• Responsible for ensuring technical requirements are properly documented, and software developed in the special projects area meets NYSOH performance objectives;
• Organizing, conducting and supervising business process improvement, Lean, and requirements definition consulting engagements for various business partners;
• Facilitating requirements elicitation sessions ensuring stakeholder needs are understood and requirements are prioritized and at an appropriate level for the lifecycle phase;
• Creating process, data, and object-oriented models to support the understanding and development of an “as-is” or “to-be” process or system;
• Coordinating the development of consistent approaches and best practices for the bureau BAs and providing guidance on tools and techniques;
• Serving as an internal consultant to both project teams and to the executive management teams on enterprise analysis and organizational development;
• Fostering continuous improvement of overall BA capability through education, research and the sharing of effective tools and techniques;
• Participate in DOS and Statewide BA Communities of Practice and train reporting staff/contractors on best practices
• Administering continuous process improvement metrics and coaches’ staff on implementing more efficient methods for technical performance and review;
• Serving as an internal consultant to project teams and executive staff on software development and technical architecture;
• Developing and delivering system performance training and mentoring;
• Developing and managing training plans for subordinate staff;
• Establishing, monitoring, and ensuring that predetermined goals and objectives are met;
• Working with management to determine priorities, managing and allocating daily workload to staff;
• Scheduling and planning project activities working closely with staff and stakeholders;
• Evaluating project timelines and priorities and reports to senior staff;
• Reviewing and evaluating enterprise business and data related documentation (e.g., logical, and contextual data models, data dictionary); and
• Evaluating post implementation system performance for senior staff reporting.

Additional Comments For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
