Minimum Qualifications NY HELPS:
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

Non-Competitive Minimum Qualifications:

• A bachelor's or higher-level degree including or supplemented by 15 semester credit hours in computer science;
OR
• A bachelor's or higher-level degree in any field and one year of experience in information technology;
OR
• 60 semester credit hours including or supplemented by 15 semester credit hours in computer science and one year of professional experience in information technology;
OR
• Two years of professional experience in information technology.

Competitive Minimum Qualifications:
• You must be currently reachable on the appropriate eligible list for this title, eligible under the 55 b/c program, or eligible to transfer to this title under Section 52.6 and/or 70.1 of the Civil Service Law.


Preferred Qualifications:
• 3 years or more experience with Programming with Java or .Net.
• 3 years or more experience with SQL.
• 3 years or more experience with API development and testing.
• 1-3 years of experience with Reporting and Analytics tools like PowerBI.
• 1 or more years’ experience with automated testing tools.

The OAG is seeking an Information Technology Specialist 2 to work in the Enterprise Applications unit. The incumbent will be responsible for the maintenance and support of existing IT applications and reporting systems, developing and building on future modern applications and reporting needs. As a key member of the team, the developer will write and maintain code or customization in .NET or Java to meet specific project requirements. The responsibilities will span across the entire software development lifecycle including debugging and troubleshooting, ensuring the smooth communication of systems through API design and maintenance. Duties include but are not limited to:

• Write, test, and maintain code in either .NET or Java, depending on the project requirements.
• Develop and customize solutions using low-code platforms.
• Collaborate with other team members to design and implement software solutions.
• Debug and troubleshoot issues within the codebase.
• Design, develop, and maintain APIs to facilitate communication between different systems.
• Ensure API security and performance.
• Work on integrating different systems or applications to ensure seamless data flow.
• Troubleshoot integration issues and optimize integration processes.
• Write and maintain build scripts for the deployment process.
• Develop and optimize SQL scripts for database operations.
• Handle data extract requests by writing queries and scripts to retrieve and transform data.
• Develop and execute test plans to ensure the quality of software applications.
• Write testing scripts for automated testing and participate in manual testing as needed.
• Respond to and address tickets assigned through the issue tracking system.
