Minimum Qualifications MINIMUM QUALIFICATIONS:

1. Must currently be a permanent Developmental Disabilities Program Specialist 1

OR

2. Must be active and reachable on the Civil Service eligible list for Developmental Disabilities Program Specialist 1

3. Eligible for 70.1 transfer by way of current permanent status in a title deemed comparable to Developmental
Disabilities Program Specialist 1 by the Department of Civil Service (Must also be within 2 salary grades of the targeted title);
OR

Minimum Qualifications for Provisional Appointment:

You must be a qualified employee of the New York State Office for People with Developmental Disabilities and have had one year of permanent competitive or 55-b/55-c service in a position at a Grade 16 or above.

NOTE: Provisional appointments will only be considered if there are insufficient in-title and/or Civil Service list candidates.

Duties Description The incumbent’s job duties for the Developmental Disabilities Program Specialist 1 functions as the facility Incident Review/Enhanced Supervision Visit Coordinator overseeing the Incident Review Process (IRMA entry, monitoring the status of investigations, liaison with OIIA and IMU) and Enhanced Supervision Visits. The Developmental Disabilities Program Specialist 1 will also act as liaison with State Operations to ensure timely and efficient Enhanced Supervision Visits to the residences and day programs of the DDSOO. The Developmental Disabilities Program Specialist 1 with oversight from the Regional QM/IR Director, will also provide training and technical assistance on the Incident process to the facility as needed. The Developmental Disabilities Program Specialist 1 will communicate with multiple interdisciplinary treatment teams to collaboratively develop and implement Plans of Corrective Action (POCA) with both immediate and systemic solutions. Assist with Division of Quality Improvement (DQI) site surveys; perform Enhanced Supervision Visits; review Statements of Deficiencies (SOD) to identify trends in site non-compliance; monitor actions to address the deficiencies by developing Plan of Corrective Action (POCA). This role is key to ensuring the protection of our individuals and ensuring regulatory compliance with the Protection for People with Special Needs Act. Other duties as assigned.

The purpose of the Metro QM Department is to assist administration and clinicians in assuring that service recipients are kept safe, provided with quality care and are helped to lead richer lives. This position helps Operations in investigating untoward events, meeting and maintaining certification standards in homes and programs, and helps to assure that revenue generation for quality services is maximized.
