Minimum Qualifications Transfer: One year of permanent competitive or 55b/c service in this title or in a title eligible for 70.1 transfer.

To be considered for appointment through NY HELPS, candidates must meet the open-competitive minimum qualifications for this position. The minimum qualifications for this position are: Licensed and currently registered to practice psychology in New York State.

Continued employment: Possession of license and current registration to practice psychology in New York State is required to maintain employment as a Licensed Psychologist. Loss of certification will result in removal from employment.

PREFERRED QUALIFICATION:

• Valid NYS driver’s license.

Duties Description The Licensed Psychologist will serve as a Crisis and Forensics Liaison, and as a clinical supervisor for Region 3. Region 3 includes the 18 counties within Capital, Hudson Valley, and Taconic Districts. This position will work collaboratively with other clinicians and staff to assist with forensic/crisis/clinical needs across Region 3. Currently the unit is following over 400 cases and the number is expected to grow. The Licensed Psychologist will report to the Team Leader of this unit.
• OVERSIGHT OF CRISIS MANAGEMENT/CLINICAL CONSULTATION: This clinician will be responsible for crisis case coordination and clinical technical assistance to providers across service delivery milieu. This includes completing reports with clinical recommendations. This is Incumbent will be responsible for accurate, contemporaneous tracking and timely follow up.
• Responsible for assigned Crisis cases within the 18 counties of the Region 3 Catchment area
• This clinician will be responsible for crisis case coordination and clinical technical assistance to providers across service delivery milieu.
• Conducts various assessments and evaluations, completing reports with clinical recommendations.
• Responsible for accurate, contemporaneous tracking and timely follow up.
• Provide Clinical Consultation to voluntary agencies on Risk Management functions and provides follow up meetings and trainings as needed.
• Assists with the review of Adult Services Plans, Behavior Plans, Risk Assessments submitted for individuals who present with complex behavioral and mental health needs
• This clinician will review, analyze, and professionally critique psychological assessments, treatment plans, behavior plans, risk assessments, as well as provide an in-person screening of select individuals seeking placement
• Perform evaluations for ITO retention hearings
• Perform suitability assessments.
• Duties will also include participation on various committees including but not limited to LRMC, conference calls, and other related meetings as determined by individual, and agency needs.
• As the Forensic Liaison, this clinician will work directly with the OPWDD Central Office Bureau of Intensive Services (BITS).and be a participating member of the Statewide Forensic Advisory Committee, as well as the Regional Risk Management Committee. The clinician will be responsible for assigned forensic cases within the 18 counties of the Region 3 catchment area, including the monitoring of all court cases.
• This clinician will be working across the wide geographic region covered by region 3. Region 3 consists of 18 counties over 3 districts: Capital Region, Taconic Region, and Hudson Valley Region.
• Provide clinical supervision to Psychologist 2s and LMSW2s who are currently on the team
• Other duties to be assigned.

2. Language parenthetics in other titles could be established. The duties of a position with a language parenthetic are the same as those noted, with the exception that the individual serving in the position may need to be able to communicate at times with non-English speaking clients. At the time of appointment, candidates will be required to demonstrate proficiency in the language required for the position at a level that will ensure your ability to perform properly the duties of the position.
3. Background Investigation/Justice Center Review: In some agencies, the names of all prospective employees will be:
a. Checked against the Staff Exclusion List (SEL) maintained by the Justice Center for the Protection of People with Special Needs. Prospective employees whose names appear on the SEL as having been found responsible for serious or repeated acts of abuse or neglect will be barred from appointment and may have their names removed from the eligible list(s) for the title(s);
b. Investigated through a Criminal Background Check (CBC). All convictions must be reported. Conviction of a felony or misdemeanor or any falsified or omitted information may bar appointment or result in removal after appointment. Each case will be determined on its own merits, consistent with the applicable provisions of state and federal laws,
and may be:
c. Screened against the Statewide Central Register of Child Abuse and Maltreatment (SCR). Prospective employees whose names appear on the SCR may be barred from appointment.

4.
