In accordance with Section 52.7 of the Civil Service Law, this notice advises all employees of the NYS Office of Temporary and Disability Assistance (OTDA) of our option to conduct a non-competitive promotional examination for the position of Assistant Director Financial Administration 3 at OTDA. If three or fewer interested and qualified promotional candidates respond to this notice, the agency may, at its discretion, nominate a qualified employee for non-competitive promotion.

To qualify, you must be a current OTDA employee and have one year of permanent service in a financial management or budgeting position allocated to Grade 25/M-1 or higher. If certified by Civil Service, mandatory reemployment list candidates must be considered first for appointment to this title.

Duties Description Reporting directly to a Director, Agency Budget Services 2, the Assistant Director, Financial Administration 3, will oversee three units with responsibility for the budgeting of all OTDA local assistance programs, including Public Assistance, Supplemental Nutrition Assistance, State Supplemental Security Income, Home Energy Assistance, Child Support Enforcement, and an array of housing and refugee programs. The incumbents’ duties will include, but not be limited to, the following:

• Directly supervise three Chief Budgeting Analysts.

• Manage the development of the Agency's annual budget request, including reviewing any programmatic proposals and ensuring that the request complies with all fiscal mandates;

• Oversee the development of fiscal analyses, cost projections, and spending plans;

• Monitor Agency expenditures by directing the analysis of spending trends, utilizing multiple reporting resources and comparing actuals to projected expenditures, accounting for known and unanticipated variances;

• Review and provide feedback, including potential fiscal implications, on State and federal legislative and regulatory proposals, Agency policy directives, State Plans submitted to Federal agencies, contracts, litigation, audit responses, and other programmatic and operational proposals;

• Coordinate the development of appropriate funding allocations to local social services districts, taking into consideration, among other factors, district requests, fiscal constraints, and agency priorities;

• Review and respond to requests for information from the Division of the Budget, legislative fiscal committees, the Office of the State Comptroller, the Governor's Office, and others;

• Support the development, monitoring, and testing, of internal controls over bureau functions and implement corrective actions as necessary;

• Ensure collaboration and effective communication with the Bureau of Data Management and the Bureau of Financial Services, as well as other Agency divisions and external partners.

• Monitor and analyze proposed and enacted changes to the statutes and regulations that govern the programs and the funding.

• Other duties as assigned.
