Minimum Qualifications Open to NYS employees with one year with one year or more of qualifying permanent service in a position allocated to a Grade 11 or above and eligible for transfer under Section 70.1 of the Civil Service Law.

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

Open Competitive: Applicants must possess three years of experience performing clerical, keyboarding, or paraprofessional work in an office environment.

Duties Description Under the direction of the Director of Labor Relations, the incumbent performs a variety of para-professional duties essential to the operations of the Labor Relations Office. Many of the activities are in direct support to the Director and Deputy Director, while others support the various staff in the Office. Duties include, but are not limited to, the following:

• Prepare written correspondences to employees and/or union representatives;
• Create, maintain, and enter information into spreadsheets and databases;
• Complete forms in accordance with agency procedures;
• Create case folders; filing;
• Delegate email and phone inquiries from unions, employees, or vendors in a courteous manner to appropriate Labor Relations Representative;
• Maintain calendars and schedule meetings for supervisor(s);
• Review work completed by supervisor(s) to check correct, spelling, grammar; ensure office format policies are followed and recommend revisions;
• Maintain working knowledge of applicable software applications used in the office, such as: SharePoint; Microsoft Office; Human Capital Management (HCM); NYSTEP, and LATS; Access and,
• Collaborate with Labor Relations staff on alternate assignments or special projects.

For the duration of the NY HELPS Program, this title maybe filled via a non- competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
